Job Overview:
The position of Administrative Support within the WHO Country Office in Vietnam involves providing comprehensive administrative and programmatic support to ensure the effective implementation of health programs and projects. The incumbent will play a crucial role in planning, resource allocation, and human resources management across various initiatives. This role requires a proactive approach to managing financial and administrative processes, ensuring compliance with WHO regulations, and facilitating communication among staff at all levels. The successful candidate will be expected to contribute to the operational planning and development of projects, assist in budget management, and support the overall administrative functions of the office. The position demands a high level of organization, attention to detail, and the ability to work collaboratively within a diverse team.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including but not limited to: providing support and input on planning and resource allocation; briefing staff on financial and administrative procedures; monitoring compliance with WHO Financial Rules and Regulations; assisting in the operational planning and development of projects; verifying obligating documents and ensuring the availability of funds; preparing routine and ad hoc financial reports; coordinating HR-related issues; drafting correspondence and reports; taking minutes in meetings; overseeing the organization of national and international meetings; and supervising support staff as required. The role also involves monitoring program implementation levels and drawing attention to any inconsistencies or delays, ensuring that the Country Office operates efficiently and effectively.

Required Qualifications:
Candidates must possess a completion of secondary school education or equivalent as a minimum requirement. Technical training courses in office management or related areas are desirable, and a relevant university degree or additional higher education is considered an advantage. WHO only recognizes higher educational qualifications from accredited institutions listed in the World Higher Education Database (WHED).

Educational Background:
The educational background required for this position includes a minimum of secondary school education. Candidates with technical training in office management or related fields will be preferred. A relevant university degree or additional higher education qualifications will be considered advantageous, as WHO values higher educational credentials from recognized institutions.

Experience:
Candidates should have at least 8 years of relevant experience in administrative and program management implementation, as well as program monitoring and budgetary work. Experience working with WHO, another United Nations agency, or other international organizations is desirable. Familiarity with Oracle-based or other ERP systems is considered an asset, as it enhances the candidate's ability to manage financial and administrative tasks effectively.

Languages:
Essential language skills include excellent knowledge of English and the local language. Knowledge of another WHO official language is considered an asset, as it may facilitate communication within the organization and with international partners.

Additional Notes:
This position is subject to local recruitment and will be filled by candidates from the local commuting area of the duty station. The remuneration package includes an annual net base salary starting at USD 20,811, subject to mandatory deductions for pension contributions and health insurance.
