Job Posting Organization:
The United Nations Resident Coordinator’s Office (UNRCO) in Jordan is dedicated to supporting the Government of Jordan in achieving sustainable development goals and enhancing national capacities for effective governance. The UNRCO collaborates with various UN entities and governmental departments to ensure that development initiatives align with international standards and local needs. The organization plays a crucial role in coordinating efforts among different stakeholders to promote sustainable development and social equity in Jordan.

Job Overview:
The Senior Consultant will play a pivotal role in the preparation of Jordan's third Voluntary National Review (VNR) for the United Nations High-Level Political Forum (HLPF) scheduled for July 202
  • This position involves close collaboration with the UNRCO Head of Office, the Planning and Programmes Department, and the International Cooperation Department at the Ministry of Planning and International Cooperation (MoPIC). The consultant will be responsible for reviewing international VNR guidelines, analyzing Jordan's previous VNR, and developing a comprehensive methodology for the upcoming VNR process. The consultant will ensure that the planning and methodologies align with the United Nations VNR Guidelines and incorporate lessons learned from previous reviews. This role is critical in ensuring that the VNR process is inclusive, evidence-based, and reflective of Jordan's national priorities and sustainable development goals.

Duties and Responsibilities:
The Senior Consultant will undertake a series of tasks aimed at providing technical and advisory support to MoPIC during the early stages of the VNR 2026 process. Key responsibilities include:
  • Reviewing international VNR guidelines and good practices, analyzing the latest United Nations guidelines for preparing VNRs, and examining recent VNRs from other countries to identify successful approaches.
  • Reviewing Jordan’s VNR 2022 to identify strengths, gaps, and best practices, and highlighting opportunities for enhancing the upcoming VNR’s analytical depth and inclusiveness.
  • Developing a detailed work plan and timeline for the VNR 2026 process, covering all stages from data collection to final submission.
  • Drafting a methodology for the 2026 VNR, including technical input for data gathering and analysis, and proposing mechanisms for synthesizing information from various stakeholders.
  • Finalizing the VNR methodology based on inputs from MoPIC and key stakeholders, ensuring alignment with national priorities and the principles of Leave No One Behind (LNOB) and gender equality.

Required Qualifications:
Candidates must possess a master's degree in public policy, development studies, economics, statistics, or a related field. A minimum of 10 years of relevant experience in sustainable development, policy analysis, or national reporting is required. Candidates should demonstrate knowledge of sustainable development, including the integration of gender perspectives into policy and design" style="border-bottom: 1px dotted #007bff !important;">program design. Familiarity with Jordan’s context, development achievements, challenges, and national development priorities is essential. Proven experience in facilitating multi-stakeholder dialogues and organizing participatory workshops is also required. Excellent analytical, drafting, and reporting skills are necessary, along with the ability to work independently under tight deadlines.

Educational Background:
A master's degree in public policy, development studies, economics, statistics, or a related field is mandatory. All candidates must submit a copy of their educational degree as part of the application process. Incomplete applications will not be considered for review.

Experience:
Candidates should have a minimum of 10 years of relevant experience in fields related to sustainable development, policy analysis, or national reporting. Languages:
Fluency in English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of French is considered an asset but is not mandatory.
