Job Overview: The Financial and Administrative Support position is crucial for the effective functioning of the Resources Management team within IOM Lebanon. The incumbent will work under the supervision of the Head of Resources Management and the Budget Officer, collaborating with various units to provide essential financial and administrative support. This role involves extracting and inputting data into financial systems, responding to queries related to accounting and budgeting, and ensuring that all financial transactions are properly authorized and documented. The position also requires the incumbent to assist in tracking budget and expenditure data for project activities, maintain financial tracking sheets, and prepare various financial reports. The successful candidate will play a key role in ensuring the financial integrity of the Country Office's operations and will be expected to provide routine information to staff regarding financial procedures.
Duties and Responsibilities: The duties and responsibilities of the Financial and Administrative Support position include:
Extracting and inputting data from various sources into financial or accounting systems.
Responding to accounting, budget, or financial queries from staff within the unit and other departments.
Reviewing all types of payments, ensuring they are duly authorized and that all supporting documents are attached.
Assisting in compiling and tracking budget and expenditure data for project activities.
Supporting the review of open orders and following up with the Supply Chain Unit on the closure of completed transactions.
Maintaining and updating financial tracking sheets and databases.
Assisting in the preparation and input of monthly staff projectization data in PULSE, ensuring accuracy and timeliness.
Preparing budget, accounting, financial, and statistical reports as required.
Providing routine information to staff on financial procedures and requirements, referring complex matters to the supervisor as needed. 1
Ensuring proper and systematic filing of all posted payments and other accounting documents according to established standards. 1
Performing other related duties as required.
Required Qualifications: The required qualifications for this position include a high school diploma with four years of relevant experience, or a Bachelor’s degree in business administration, accounting, finance, or related fields from an accredited academic institution with two years of relevant professional experience. Candidates must have a strong understanding of financial management principles and practices, as well as familiarity with IOM/UN budget policies. Additionally, good communication skills are essential, along with proficiency in Microsoft Office applications and experience with SAP being a distinct advantage. Attention to detail and the ability to organize paperwork methodically are also critical for success in this role.
Educational Background: Candidates must possess either a high school diploma with four years of relevant experience or a Bachelor’s degree in business administration, accounting, finance, or related fields from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational background meets international standards.
Experience: Prior work experience with international humanitarian organizations, non-governmental organizations, or government institutions in a multi-cultural setting is highly advantageous. Familiarity with IOM/UN budget policies and practices is also beneficial, as it will enable the candidate to navigate the financial landscape of the organization effectively. The ideal candidate should demonstrate a commitment to the values and mission of IOM, showcasing their ability to work in diverse environments and contribute positively to the organization's goals.
Languages: Fluency in English, both oral and written, is mandatory for this position. Additionally, a working knowledge of Arabic is required, as it will facilitate communication within the local context. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Lebanon will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
