Established to assist developing countries and emerging economies in their transition towards low-carbon development pathways, UNEP-CCC plays a crucial role in integrating climate resilience into national development strategies. The organization has been operational since 2009 and has supported approximately 100 countries in identifying and evaluating pathways for deploying climate technologies, providing mitigation and adaptation measures to address global climate change challenges. UNEP-CCC is actively engaged in implementing the Climate Change Strategy and the Energy Programme of the United Nations Environment Programme, with a mission to facilitate effective climate action through technology needs assessments (TNAs).
Job Overview: The consultant will support and facilitate the Technology Needs Assessment (TNA) process, focusing on climate change mitigation activities in the energy sector under the direct supervision of the EBT coordinator. The contractor will provide technical services for assessing technological needs for climate change mitigation activities in Tunisia. Key deliverables include a portfolio of prioritized technologies for selected sectors, a TNA report detailing priority technologies for mitigation in the energy sector, an analysis of barriers and enabling frameworks (ABCP), and a technological action plan (PAT) that includes project ideas for implementation. The consultant will also be responsible for organizing stakeholder meetings and workshops, identifying and prioritizing technologies through participatory processes, and preparing comprehensive reports that incorporate stakeholder contributions. The role requires collaboration with national teams, project coordinators, and various stakeholders to ensure effective implementation of the TNA process and alignment with national development goals.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including: organizing stakeholder meetings and consultative workshops for validating the TNA, ABCP, and PAT; identifying and prioritizing technologies for the energy sector through participatory processes; leading the analysis of how priority technologies can be implemented in the country; preparing and finalizing the TNA, ABCP, and PAT reports, including project ideas and policy notes; and providing additional contributions related to the TNA process as needed. The consultant will utilize best practices, guidelines, methodologies, and technical advice from the UNEP Climate Centre in Copenhagen and other approved sources. Specific tasks include reviewing existing national documents, facilitating working groups of technical experts, and preparing working documents to facilitate stakeholder consultations.
Required Qualifications: The contractor must possess at least a university degree in environmental management or related fields. Expertise in the energy sector is essential, along with a minimum of five years of professional experience in the energy sector or related areas. This experience should demonstrate a strong understanding of climate issues, particularly related to greenhouse gas mitigation. Additionally, the contractor should have at least five years of practical experience in relevant fields, including research analysis and project management. Experience within an agency or international organization is desirable.
Educational Background: A university degree in environmental management or a related field is required for this position. The educational background should provide a solid foundation in climate issues, energy management, and sustainable development practices, equipping the contractor with the necessary knowledge to effectively contribute to the TNA process.
Experience: The position requires a minimum of five years of professional experience in the energy sector or related fields. Candidates should have demonstrated expertise in climate change mitigation, particularly in relation to greenhouse gas emissions. Experience in conducting technology needs assessments, project management, and research analysis is essential. Previous work with international organizations or agencies is considered an asset, as it indicates familiarity with global climate initiatives and collaborative frameworks.
Languages: Proficiency in written and spoken French is mandatory for this position. Knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and access to additional resources and documentation.
Additional Notes: The position is part-time and expected to last for 20 months. The consultant will work remotely from Tunis, Tunisia, and may be required to travel for field visits and training workshops.
