Job Overview:
The Nutrition Surveillance Program Manager will work under the supervision of the Deputy Country Director - Programs, responsible for developing and implementing the nutrition surveillance strategy for the mission in the Democratic Republic of the Congo (DRC). This role involves coordinating and providing technical support for the implementation and monitoring of quality nutrition assessments, including SMART, Rapid SMART, SQUEAC, and other evaluations as needed. The manager will also analyze nutritional data and strengthen local capacities in collaboration with PRONANUT, SNSAP, and local partners. The position requires a proactive approach to ensure effective program delivery and collaboration with various stakeholders in the nutrition and health sectors.

Duties and Responsibilities:
  • Develop and implement ACF's nutrition surveillance strategy in coordination with the nutrition and health department.
  • Plan and conduct SMART-SMART Rapid or other nutritional assessments in partnership with nutrition/health partners and PRONANUT.
  • Strengthen PRONANUT's surveillance expertise.
  • Contribute to the revitalization of SNSAP.
  • Manage the nutrition surveillance program team, directly overseeing 3 SMART Program Managers and indirectly supervising 4 field staff and 3 supervisors.
  • Ensure quality control and adherence to protocols during assessments and data collection.
  • Provide training and capacity-building support to local partners and staff.
  • Collaborate with government entities and other stakeholders to align efforts and share findings.
  • Analyze and report on nutritional data to inform program adjustments and advocacy efforts. 1
  • Participate in relevant coordination meetings and contribute to strategic planning.

Required Qualifications:
Candidates must possess a medical, paramedical, or similar qualification, with at least 5 years of professional experience in NGOs within the nutrition and/or health sector. A minimum of 2 years of experience in nutrition surveillance (including SMART, SQUEAC, KAP, and other assessments) and MEAL with an international NGO is required. Proficiency in EPI and ENA software for SMART assessments and relevant IT tools is essential. A solid understanding of project management and the mechanisms of Nutrition Clusters is necessary, as the role involves close collaboration with government and partners. Strong management skills and the ability to facilitate workshops are also required, along with excellent written and oral communication skills in French. Familiarity with donor requirements and the humanitarian context in the DRC is crucial.

Educational Background:
A relevant educational background in medical, paramedical, or related fields is required for this position. Candidates should have formal training that equips them with the necessary knowledge and skills to effectively manage nutrition surveillance programs and assessments.

Experience:
The position requires a minimum of 5 years of professional experience in the field of nutrition and/or health, specifically within NGOs. Candidates should have at least 2 years of experience focused on nutrition surveillance methodologies and practices, demonstrating a strong understanding of the complexities involved in this area.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication within the organization and with local partners. Proficiency in additional languages, particularly English, is considered an asset and may enhance the candidate's suitability for the role.

The contract is a fixed-term contract under French law for a duration of 4 months, starting from December 1, 2025, until March 31, 202
  • The gross monthly salary ranges from €2597 to €2968, depending on experience, and includes a 13th-month payment. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses are set at $1032 net, paid on the ground, along with a monthly contextual allowance of €30
  • An annual child allowance of €1500 per child is provided, with a cap of €6000 per year. The organization covers transportation and collective accommodation costs, as well as 100% of health insurance contributions and medical expenses, including repatriation, for up to one month after the contract ends. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel costs covered to the chosen break zone and a flat allowance of €215 per RnR. Professional development support includes access to unlimited and free e-learning through Talentsoft. Field travel is required across all intervention provinces of the mission: North Kivu, Ituri, South Kivu, Maniema, and Mai-Ndombe.
