Job Overview:
The Senior IT Officer, Business Solutions I (Senior Software Engineer) position is part of the Information and Technology Solutions (ITS) Vice Presidency at the World Bank Group. This role is crucial in enabling the organization to achieve its mission of ending extreme poverty by 2030 and promoting shared prosperity through the delivery of transformative information and technologies. The ITS department is responsible for providing innovative digital tools and technologies that enhance the effectiveness of Bank Group units in delivering value to clients. The successful candidate will lead enterprise-scale low-code platform deployments and manage application delivery across fiduciary domains, ensuring alignment with enterprise architecture and compliance standards. The position requires a strong background in low-code ecosystems, integration strategies, and agile product delivery, as well as the ability to manage complex, multi-stakeholder projects in a global context.

Duties and Responsibilities:
The duties and responsibilities of the Senior IT Officer include providing technical leadership across all phases of the solution lifecycle, leading end-to-end planning and execution of low-code platform deployments, and managing application projects. The candidate will be responsible for mentoring a team of developers, designing scalable technical architectures, defining project scope and objectives, managing stakeholder engagement, overseeing risk management and compliance, diagnosing production issues, and promoting best practices in low-code development. Additionally, the role involves embedding Generative AI capabilities into applications, creating reusable components, and driving integration with enterprise systems. The candidate will also be expected to track KPIs, manage risks, and ensure on-time delivery of projects while facilitating discussions to align technical decisions with business objectives.

Required Qualifications:
Candidates must possess a master’s degree in computer science, engineering, or a related technical field with at least 5 years of relevant experience, or a bachelor’s degree with a minimum of 7 years of project management experience. They should have at least 4 years of hands-on development experience using low-code application platforms, including building web and mobile applications and integrating with external systems. A proven track record in IT project management, particularly in low-code platform delivery, is essential. Candidates should also have strong communication, stakeholder management, and leadership skills in a global environment, along with advanced expertise in at least one enterprise low-code application platform and relevant certifications.

Educational Background:
The educational background required for this position includes a master’s degree in computer science, engineering, or a related technical field. Alternatively, a bachelor’s degree with significant project management experience is acceptable. Candidates should have a strong foundation in software development principles and practices, particularly in low-code environments.

Experience:
The position requires a minimum of 5 years of relevant experience for candidates with a master’s degree, or 7 years for those with a bachelor’s degree. Candidates should have at least 4 years of hands-on experience in low-code application development and IT project management, particularly in managing enterprise-scale deployments and application delivery using platforms such as OutSystems, Appian, or Salesforce.

Languages:
The mandatory language for this position is English, which is required for effective communication within the organization and with stakeholders. While English is the preferred language, additional language skills may be beneficial but are not explicitly required.
