Job Overview: The Network Capacity Planning Expert position is integral to the Network Management Directorate, specifically within the Airspace & Capacity Division. This role involves providing technical expertise and guidance to facilitate the design, planning, and deployment of operational improvement measures for the European ATM network. The expert will work closely with various stakeholders, including air navigation service providers (ANSPs) and airlines, to identify optimal network capacity planning solutions that align with the strategic guidelines set by the Directorate Network Manager (DNM). The position requires a proactive approach to capacity assessment, data analysis, and the development of mitigation measures to enhance network performance. The expert will also contribute to the preparation of the Network Operations Plan and stay updated on technological advancements and best practices in the field.
Duties and Responsibilities: The duties and responsibilities of the Network Capacity Planning Expert include:
Providing technical expertise and leading contributions to capacity assessments for major projects at network, regional, and local levels.
Analyzing and validating results, developing mitigation measures, and producing reports and presentations of findings and recommendations.
Consulting with internal and external stakeholders to gather contributions for capacity planning and secure commitment for proposed network solutions.
Conducting data analysis to support dynamic capacity planning processes and developing local/network capacity measures.
Contributing to the 5-year Network Operations Plan and the rolling seasonal Network Operations Plan, focusing on traffic outlook and capacity assessments.
Evaluating sector capacities through workload assessments and fast-time simulations, contributing to the development of assessments and methodologies.
Staying informed about technological developments and sharing knowledge within the organization.
Performing any other tasks aligned with the main purpose of the job.
Required Qualifications: Candidates must meet one of the following qualifications:
Completion of third-level studies in a relevant field, meeting European Qualifications Framework (EQF) Level 7, followed by at least 3 years of relevant professional experience.
Completion of third-level studies in a relevant field, meeting EQF Level 6, followed by at least 4 years of relevant professional experience.
Professional training (e.g., ATCO) of an equivalent level, followed by at least 3 years of relevant professional experience. Additionally, candidates should have experience or understanding of airspace capacity planning, including familiarity with planning tools such as NEST/DDR, and experience in conducting impact assessments of projects. Strong project management, presentation, and technical drafting skills in English are essential, along with analytical thinking, influencing abilities, networking skills, and a focus on results and teamwork.
Educational Background: The educational background required for this position includes completion of third-level studies in a relevant field, which must meet the European Qualifications Framework (EQF) Level 6 or

Experience: The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should include work related to airspace capacity planning, project management, and the use of planning tools and methodologies relevant to the aviation sector. Candidates should also have experience in conducting impact assessments and working collaboratively with various stakeholders in a multinational and multicultural environment.
Languages: Proficiency in English at level C1 is mandatory for this position, as it is the primary working language of the Agency. Additionally, candidates are required to become at least a basic user of French at level A1/A2 before the end of the probation period. This language requirement ensures effective communication within the diverse workforce of EUROCONTROL and with external stakeholders.
Additional Notes: The position is offered as a full-time role with a contract duration of 5 years, which may be extended or converted into an undetermined contract after successful completion of a 9-month probationary period. The organization operates a hybrid working model, allowing for a combination of onsite presence and remote work opportunities, although full-time remote work is not permitted.
