Job Overview:
The Senior IT Officer, Business Solutions I (Senior Software Engineer) position is focused on leading enterprise-scale low-code platform deployments and managing the delivery of low-code application platforms (LCAP) across the World Bank’s fiduciary domains. The role requires a combination of program leadership, technical governance, and agile execution to ensure the successful adoption of low-code platforms such as OutSystems, Appian, and Salesforce. The ideal candidate will possess a robust background in enterprise low-code ecosystems, integration strategies, and agile product delivery, with a proven track record of managing complex, multi-stakeholder projects in global organizations. The position involves providing technical leadership throughout the solution lifecycle, ensuring alignment with enterprise architecture and compliance standards, and leading a team of developers while fostering a culture of continuous improvement. The role also requires designing scalable technical architectures for LCAP solutions, managing stakeholder engagement, overseeing risk management, and promoting best practices in low-code development and integration patterns. Additionally, the candidate will be responsible for embedding Generative AI capabilities into LCAP applications and ensuring the delivery of mission-critical applications at scale.

Duties and Responsibilities:
The duties and responsibilities of the Senior IT Officer include providing technical leadership and direction across all phases of the solution lifecycle, leading end-to-end planning and execution of enterprise low-code platform deployments, and managing LCAP application projects. The candidate will need to have in-depth knowledge of low-code/no-code application platforms, lead and mentor a team of developers, design robust technical architectures, define project scope and objectives, manage stakeholder engagement, oversee risk management and compliance, diagnose and resolve production issues, and communicate technical decisions to stakeholders. The role also involves promoting best practices in low-code development, fostering a culture of technical excellence, quickly learning new technical knowledge, and implementing AI capabilities into LCAP applications. The candidate will be responsible for creating reusable components, driving integration with enterprise systems, coordinating with architects and developers, implementing governance frameworks, tracking KPIs, and ensuring on-time, on-budget delivery of projects.

Required Qualifications:
The required qualifications for the Senior IT Officer position include a master’s degree in computer science, engineering, or a related technical field with at least 5 years of relevant experience, or a bachelor’s degree with a minimum of 7 years of project management experience. The candidate must have at least 4 years of hands-on development experience using LCAP, including building web and mobile applications, integrating with external systems via APIs, and handling data modeling and SQL. Additionally, the candidate should have 4+ years of experience in IT project management specifically in low-code platform delivery, a proven track record of managing enterprise-scale deployments, and a strong understanding of integration architectures and data governance. Experience with ALM/DevOps for low-code environments and advanced expertise in at least one enterprise LCAP is also required, along with excellent communication and stakeholder management skills.

Educational Background:
The educational background needed for the Senior IT Officer position includes a master’s degree in computer science, engineering, or a related technical field, or a bachelor’s degree with significant project management experience. Relevant certifications in low-code platforms or project management methodologies are preferred and would enhance the candidate's qualifications for the role.

Experience:
The level of experience needed for the Senior IT Officer position includes a minimum of 5 years of relevant experience for candidates with a master’s degree, or at least 7 years for those with a bachelor’s degree. Candidates should have a minimum of 4 years of hands-on development experience using low-code application platforms and at least 4 years of experience in IT project management focused on low-code platform delivery. Proven experience managing complex, multi-stakeholder projects in global organizations is essential, along with a strong understanding of integration architectures and data governance.

Languages:
