Job Overview:
The Human Resources Officer position at UNOPS is designed to deliver high-quality HR services, ensuring compliance with UN rules and regulations, as well as UNOPS policies and procedures. The role involves providing solutions to complex HR issues in a collaborative and client-oriented manner. The HR Officer will work under the supervision of the functional supervisor and the overall direction of the HR Advisor, focusing on recruitment, contract management, and performance management of talent. The incumbent will be responsible for supporting policy development, providing advisory services, managing talent acquisition, and overseeing team management. This position is critical in ensuring that HR services align with the organization's strategic objectives and contribute to the overall effectiveness of UNOPS operations.

Duties and Responsibilities:
The HR Officer will undertake several key functions, including:
  • Supporting policy development and implementation by compiling data on HR trends and best practices, contributing to corporate HR initiatives, and communicating policy changes to management and personnel.
  • Providing advisory services on HR-related systems and processes, including recruitment, contracts, benefits, and employee relations, while encouraging line management responsibility for HR policies.
  • Implementing talent acquisition activities, managing recruitment processes, onboarding, performance management, and contract administration, ensuring compliance with UNOPS policies.
  • Supporting team management by planning and overseeing the HR unit's operations, potentially supervising other personnel members, and ensuring high-quality service delivery.
  • Facilitating knowledge building and sharing by organizing training initiatives and contributing to knowledge networks within the organization. The HR Officer will also be expected to adapt to the unit's needs, emphasizing either recruitment or contract administration as required.

Required Qualifications:
The position requires a first-level university degree (Bachelor's) in Human Resources, Business Administration, Social or Behavioral Sciences, or related fields, along with two years of relevant experience. Alternatively, an advanced university degree (Master's) in the same fields is acceptable. Relevant experience includes working in recruitment and/or HR generalist services within international, public, or corporate organizations. Proficiency in computer usage and office software packages, as well as experience with Candidate Tracking Systems, is essential. Desirable qualifications include experience in UN system organizations, particularly in developing countries.

Educational Background:
Candidates must possess a first-level university degree (Bachelor's) in a relevant field, such as Human Resources, Business Administration, or Social Sciences, with two years of relevant experience. Alternatively, an advanced university degree (Master's) in these fields is required. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the HR Officer role.

Experience:
Candidates should have a minimum of two years of relevant experience in recruitment and/or HR generalist services. This experience should ideally be within an international, public, or corporate organization. Familiarity with HR processes and systems, particularly in a UN context, is highly desirable. The role requires a strong understanding of HR practices and the ability to navigate complex HR issues effectively.

Languages:
Fluency in both English and Spanish is mandatory for this position. Additionally, a working knowledge of another official UN language is considered desirable. This language proficiency is crucial for effective communication within the diverse and multicultural environment of UNOPS and its partners.

Additional Notes:
This position is classified as an Individual Contractor Agreement (ICA) at the Local Individual Contractor Agreement (LICA-8) level. The contract duration is ongoing, subject to good performance, availability of funds, and organizational requirements.
