Job Overview: The position of Consultant for the National ODS Banks Data Report involves the successful development of a comprehensive report that will contribute to the preparation of the National Inventory of Banks and National Plan in Grenada. This role is crucial for ensuring that the data collected is acceptable to the United Nations Environment Programme (UNEP) and can be submitted to the 99th Executive Committee Meeting. The consultant will work closely with the OzonAction Montreal Protocol Programme Management Officers and the National Ozone Unit (NOU) of Grenada to gather and analyze data on controlled substances, develop databases, and identify gaps in existing data. The consultant will also be responsible for stakeholder engagement and public outreach to ensure that the project meets its objectives and supports the national efforts in managing ozone-depleting substances (ODS).
Duties and Responsibilities: The consultant will undertake a desk study to gather available data on banks of used and unwanted controlled substances from relevant institutions and stakeholders. They will develop a comprehensive database that records each substance, including its name, quantity, location, and historical data trends for the past five years. This will involve conducting stakeholder surveys, primary data collection, and on-site visits as necessary. Additionally, the consultant will collect data on controlled substances in installed equipment and develop a stakeholder database that includes roles, responsibilities, and gender aspects. The consultant will identify data gaps and opportunities for improvement related to the management of controlled substances and will prepare a draft and final National ODS Banks Data Report that includes all findings and analyses. They will also support the NOU in conducting national consultations and public outreach efforts to engage various target audiences.
Required Qualifications: Candidates must possess a recognized first-level degree (Bachelor’s) in chemistry, biology, environmental sciences, engineering, agricultural science, or mathematics. A Master's or advanced degree is desirable. Experience in national data collection in the Refrigeration Servicing Sector (RSS) is required, along with experience in writing and reviewing technical project documents. Strong communication skills in English are essential for effectively sharing knowledge and information with diverse audiences. Candidates should have experience working with the NOU at the national level, demonstrating a deep understanding of the RSS in Grenada and the challenges associated with the management of ODSs and HFCs. A minimum of 2 years of experience in conducting national surveys, developing reports, and organizing stakeholder consultations is required, along with a solid understanding of policy and technical issues related to ODSs and HFCs.
Educational Background: The educational background required for this position includes a recognized first-level degree (Bachelor’s) in a relevant field such as chemistry, biology, environmental sciences, engineering, agricultural science, or mathematics. An advanced degree, such as a Master's, is considered desirable and may enhance the candidate's qualifications for the role.
Experience: Candidates should have a minimum of 2 years of progressive experience in the field of environment, engineering, or a related field. This experience should include a strong understanding of the Refrigeration Servicing Sector (RSS) and the specific challenges associated with the management of ozone-depleting substances (ODSs) and hydrofluorocarbons (HFCs). Experience in national data collection, report writing, and stakeholder engagement at the national level is essential.
Languages: Fluency in oral and written English is mandatory for this position, as effective communication is crucial for the successful execution of the consultancy. Candidates should be able to articulate complex information clearly and engage with a diverse audience.
