Job Overview: The Programme Manager for Migration, Environment Climate Change and Risk Reduction (MECR) will be responsible for managing, coordinating, implementing, monitoring, and evaluating the Regional Programme on a 'Comprehensive Approach to Climate Mobility in South Asia.' This position requires close collaboration with the Chief of Mission and mission units to plan and manage the implementation of climate mobility programmes across several countries, including Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. The successful candidate will contribute to developing innovative approaches to reduce disaster risks and enhance climate change adaptation among displaced and migrating populations. The role also involves overseeing the timely implementation of programme activities, ensuring compliance with project plans and quality standards, and developing robust monitoring and evaluation frameworks to track progress and measure impact. The Programme Manager will prepare reports, maintain relationships with stakeholders, and support partnership-building efforts to enhance resource mobilization for climate mobility initiatives.
Duties and Responsibilities: The duties and responsibilities of the Programme Manager include:
Planning and managing the implementation of climate mobility programmes and projects, ensuring alignment with regional strategies.
Developing and deploying integrated approaches to climate change and human mobility in programme strategies.
Supporting the development of context-specific approaches to enhance climate change adaptation among displaced populations.
Overseeing the implementation of programme activities, ensuring compliance with project plans and budgets.
Developing monitoring and evaluation frameworks for MECR programme activities, ensuring systematic data collection and reporting.
Preparing timely reports, including donor reports and internal updates.
Establishing and maintaining relationships with stakeholders, including government authorities and NGOs.
Participating in donor meetings and conferences to enhance coordination and knowledge exchange.
Identifying funding opportunities and developing project proposals aligned with donor priorities. 1
Supervising MECR programme staff, fostering a collaborative working environment, and promoting professional development. 1
Required Qualifications: Candidates must possess a Master’s degree in Environmental Studies, Disaster Risk Reduction, Climate Change, Migration, Development Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates should have experience in implementing climate change projects in complex environments, particularly within the region, and possess strong knowledge of IOM/UN project life cycles. Proven experience in programme management, strategic planning, and partnership building is essential, along with excellent leadership and coordination skills. Familiarity with results-based management and quality assurance processes is also required.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Environmental Studies, Disaster Risk Reduction, Climate Change, Migration, or Development Studies from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant professional experience may be considered. The educational qualifications should reflect a strong foundation in the principles and practices related to climate change, migration, and environmental management.
Experience: The position requires candidates to have significant experience in implementing climate change projects, particularly in complex environments. Candidates should have a proven track record in programme management, including project design, implementation, monitoring, and evaluation. Experience in partnership building, resource mobilization, and donor relations within the environmental and climate change sectors is also essential. Candidates should demonstrate strong analytical, communication, and interpersonal skills, with the ability to work effectively in multicultural and multidisciplinary teams.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) and/or a local language is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level, and the role is intended for professional recruitment. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may also be used to fill similar positions in various duty stations. Candidates must be medically fit for appointment and meet any residency or visa requirements.
