Job Overview: The Project Management - Grants Analyst position is designed to strengthen the effective and efficient delivery of ongoing and future projects within the Transactional Portfolio. The primary focus of this role is to provide project implementation support. The analyst will work under the direct supervision of the Transactional Portfolio Manager or Project Management-Senior Officer, ensuring that grants projects are implemented in accordance with organizational standards and donor expectations. The role involves a variety of assignments that can range from short-term tasks to longer commitments, with flexibility regarding time zones and locations. While most work can be performed remotely, some assignments may require presence in UNOPS offices or field locations. The successful candidate should be willing to accommodate time overlaps to ensure effective delivery of assignments.
Duties and Responsibilities: The duties and responsibilities of the Project Management - Grants Analyst include:
Grant Management: Prepare grant award requests, draft grant agreements and amendments, ensuring compliance with UNOPS legal and financial regulations. Review grant budgets from implementing partners, verify consistency with market rates, and provide feedback. Ensure adherence to reporting requirements and communicate any delays or issues to supervisors. Review financial reports and maintain an updated grant finance database. Process payment requests in accordance with grant agreements and schedules.
Due Diligence Assessment and Capacity Building: Conduct Due Diligence Assessments on new implementing partners, develop comprehensive assessment reports, and participate in financial monitoring visits. Collaborate with partners to develop improvement plans and ensure completion of follow-up actions.
Documentation: Monitor contractual arrangements and maintain records for easy reference.
Programme Management Support: Assist in preparing financial updates and reports, and support the reconciliation of financial data in the ERP system. The effective execution of these responsibilities will directly impact the management of resources entrusted to UNOPS by donors, enhancing the organization's financial and program performance.
Required Qualifications: The required qualifications for the Project Management - Grants Analyst position include:
A Bachelor's Degree in Finance, Accounting, Management, Business Administration, Public Administration, Economics, Project Management, or a related field is required. A Master's degree in a relevant field is an asset and may substitute for years of experience.
A minimum of two years of experience in grant management, including supporting grantees through the grant process, stakeholder capacity assessment, and capacity building. Experience in managing, analyzing, and reporting data is essential. Previous work experience within the UN system, foundations, NGOs, or international donors is required.
Desired experience includes knowledge of UN Rules and Regulations, experience with multi-donor or multi-agency grants, and familiarity with civil society organizations. Experience in fragile states or humanitarian contexts is strongly preferred. Proficiency in Google Workspace is also an asset.
Educational Background: Candidates must possess a Bachelor's Degree in Finance, Accounting, Management, Business Administration, Public Administration, Economics, Project Management, or a related field. Additional Notes: The contract type for this position is a Local Individual Contractor Agreement (LICA) on a home-based retainer basis. The contract level is Local ICA Specialist - 8 (ICS 8) and is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance. The retainer contract specifies a unit price per day worked, with no minimum guarantee of work, and payment is made only after the completion of work.
