Job Overview:
The Network Specialist position within the Network Management Operations Centre (NMOC) is pivotal for optimizing traffic flows in European airspace. The role involves working closely with airport operations teams and airline dispatchers to negotiate and implement effective Air Traffic Flow and Capacity Management (ATFCM) solutions. This includes identifying demand and capacity imbalances, proposing rerouting options, and ensuring that all operations align with the principles of network optimization and collaborative decision-making. The position requires adaptability as it may evolve with the introduction of new systems, necessitating a proactive approach to problem-solving and communication with various stakeholders. The selected candidate will be expected to maintain high standards of operational efficiency and contribute to the continuous improvement of processes and procedures within the NMOC.

Duties and Responsibilities:
The duties and responsibilities of the Network Specialist include coordinating with airport operations and airline dispatch teams to negotiate optimal ATFCM solutions, identifying and addressing capacity imbalances, and proposing solutions for operational issues. The role also involves maintaining effective communication with internal and external partners, contributing to reports and post-operational analyses, and participating in various projects and initiatives related to network operations. Additionally, the Network Specialist will be required to work shifts, including night duties, and may temporarily support other functions during office hours. Required Qualifications:
Candidates must possess relevant studies or professional training that equips them to perform the advertised tasks effectively. A minimum of five years of recent experience in either airport operations (such as Airport Operations Centre or Airport Collaborative Decision Making) or airline operations (such as Operations Control Centre or as an Airline Dispatcher) is required. Familiarity with NMOC software and systems, as well as experience in airport and airline operations processes, is essential. Candidates should also have a solid understanding of airport slots coordination, the meteorological impacts on airport operations, and relevant NM procedures and processes. The role demands strong problem-solving skills, effective communication abilities, a focus on results, and a customer-oriented approach.

Educational Background:
The educational background required for this position includes relevant studies or professional training that prepares candidates for the responsibilities of the role. This may encompass degrees or certifications in aviation management, air traffic management, or related fields that provide the necessary knowledge and skills for effective performance in the Network Specialist role.

Experience:
Candidates should have a minimum of five years of recent experience in either airport operations or airline operations. Experience with NMOC software and systems is highly desirable, as is a comprehensive understanding of the operational challenges faced by airports and airlines.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Additionally, candidates must be able to demonstrate at least a basic user level of French (A1/A2) by the end of their probation period. Additional Notes:
This position is classified as operational staff and falls within the FCO5-FCO7 job level. The appointment is for an undetermined period, and candidates must be nationals of EUROCONTROL Member States. The role requires the attainment and retention of double validations across operational domains, including Flow Management, Flight Planning, and Airspace Data. Candidates will undergo internal vocational training to earn certification, which is subject to periodic validation.
