Job Overview: The Network Specialist (N1: (Operating) Specialist) plays a crucial role within the Network Management Operations Centre (NMOC) at EUROCONTROL. This position is essential for optimizing traffic flows and ensuring the safe and efficient operation of flights over Europe. The selected candidate will be responsible for operating NM’s systems in various capacities, including Flow Management, Flight Planning, and Airspace Data operations. The role requires a proactive approach to coordinating with Flight Management Positions (FMPs) to negotiate tactical solutions that enhance airspace capacity while adhering to safety regulations. The Network Specialist must maintain collaborative decision-making principles during ATFCM processes and contribute to operational reports and analyses. This position may evolve with the introduction of new systems, necessitating adaptability and resilience from the candidate.
Duties and Responsibilities: The duties and responsibilities of the Network Specialist include coordinating with FMPs to negotiate tactical solutions, liaising with airspace users and air navigation service providers (ANSPs) to discuss daily planning, and proposing solutions to operational issues. The specialist will assist airspace users and ANSPs in optimizing their operations, maintain principles of network optimization, and contribute to internal and external communication efforts. Additionally, the role involves participating in projects related to network operations, acting as an On-the-Job Training Instructor (OJTI) for colleagues, and working various shifts, including nights, as required. The specialist will also be expected to carry out any other tasks aligned with the main purpose of the job.
Required Qualifications: Candidates must possess relevant studies or professional training to perform the advertised tasks effectively. A minimum of five years of experience in a relevant Air Traffic Services (ATS) unit is required, with at least three years holding a valid Air Traffic Controller (ATCO) rating/license. Familiarity with NMOC software and systems, as well as experience in NMOC processes and procedures, is essential. Additional Notes: This position is for an undetermined period and requires the attainment and retention of double validations in operational domains such as Flow Management, Flight Planning, and Airspace Data. Candidates must successfully complete internal vocational training to earn certification before being established in the post. The training may last up to nine months, and candidates will serve a probationary period during this time. The successful candidate will be appointed at the grade specified in the vacancy notice, and those not selected will be placed on a reserve list for similar roles, valid for one year from the closing date of applications.
