Job Overview: The position of Consultant for WASH Infrastructure is integral to the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), which is funded by the African Development Bank (AfDB). The consultant will play a crucial role in improving the livelihoods and resilience of conflict-affected populations in Sudan by focusing on the rehabilitation of water, sanitation, and hygiene (WASH) infrastructure. The consultant will be responsible for conducting technical assessments, preparing engineering designs, supervising construction works, and ensuring compliance with health and safety standards. This role requires collaboration with local authorities and communities to ensure the sustainability of the WASH facilities and to promote community ownership. The consultant will also be expected to prepare detailed reports on progress and quality assurance, contributing to the overall success of the project.
Duties and Responsibilities: The consultant will perform a variety of tasks, including but not limited to: conducting technical assessments and feasibility studies for proposed WASH infrastructure sites such as boreholes and sanitation facilities; preparing and reviewing detailed engineering designs, bills of quantities (BoQs), and technical specifications; supporting tendering processes by preparing technical documentation and evaluating bids; supervising construction and rehabilitation works to ensure quality control and adherence to designs; conducting water quality testing and implementing appropriate treatment measures; collaborating with local authorities and communities to promote ownership of WASH facilities; preparing and submitting monthly technical progress reports; conducting final inspections and preparing certification reports upon project completion.
Required Qualifications: Candidates must possess a Bachelor’s degree in Water Resources Engineering, Civil Engineering, Environmental Engineering, or a related field. A Master’s degree is considered an advantage. Additionally, candidates should have a minimum of five years of progressively responsible experience in the design, implementation, and supervision of WASH infrastructure projects. Proven experience in rural or humanitarian WASH programming is essential, including expertise in borehole drilling, water supply networks, sanitation systems, and hygiene promotion facilities. Familiarity with IOM’s mandate and procedures is also advantageous.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant engineering field such as Water Resources Engineering, Civil Engineering, or Environmental Engineering. A Master’s degree in a related discipline is preferred and may enhance the candidate's qualifications for the role.
Experience: The position requires a minimum of five years of progressively responsible experience in the field of WASH infrastructure projects. Candidates should have a solid track record in the design, implementation, and supervision of such projects, particularly in rural or humanitarian contexts. Experience with borehole drilling, water supply networks, sanitation systems, and hygiene promotion is crucial for success in this role.
Languages: Fluency in both English and Arabic is mandatory for this position. The IOM's official languages include English, French, and Spanish, and proficiency in these languages may be beneficial. Additional Notes: The position is subject to funding confirmation and the appointment will require certification of medical fitness, verification of residency, and necessary government authorizations.
