Job Overview:
The Protection Case Management Officer (Caseworker) plays a crucial role in the implementation of protection case management for individuals at heightened risk. This position requires collaboration with the South Area Protection Manager and alignment with DRC's overall protection program strategy in Syria. The officer is responsible for identifying and receiving referrals of vulnerable individuals, conducting comprehensive case management assistance, and ensuring adherence to DRC's standard operating procedures (SOPs). The role involves conducting household visits and interviews to assess the needs of individuals and families, providing information about their rights and available services, and developing tailored action plans based on clients' needs and goals. The officer will also assess risks, support clients in understanding their situations, and facilitate access to cash for protection services when necessary. Maintaining accurate case files and participating in case review meetings are essential components of this role, as is advocating for clients' access to services and representing their views in relevant meetings. The Protection Case Management Officer is expected to uphold DRC's Code of Conduct and safety procedures while carrying out their duties.

Duties and Responsibilities:
  • Identify and receive referrals of persons at heightened risk, ensuring compliance with DRC eligibility and selection criteria and case management SOPs.
  • Provide comprehensive case management assistance under the technical guidance of the Protection Team Leader and Protection Manager, including case intake, protection risk assessment, action and safety planning, client capacity building, supported referrals, case follow-up and review, and case closure.
  • Conduct household visits and center-based interviews to assess the needs of individuals and families.
  • Provide information to individuals and families about their rights and entitlements, including available services.
  • Collaborate with clients to develop and implement action plans tailored to their needs, capacities, and goals.
  • Assess risks and support clients in understanding relevant risks to their situations.
  • Identify individuals at risk in need of cash for protection (C4P) and organize C4P provision in accordance with DRC C4P SOPs.
  • Maintain an up-to-date service mapping and foster positive working relationships with relevant service providers in Rural Damascus, facilitating referrals to appropriate services.
  • Ensure accurate, complete, and updated case files and weekly inputs into the case management database, adhering to data protection and confidentiality standards. 1
  • Participate in case conference meetings as required and attend weekly/bi-weekly case review and supervision meetings with the Protection Team Leader and Protection Manager. 1
  • Advocate on behalf of clients to access services and support them in representing their views, needs, and capacities in all relevant meetings. 1
  • Submit timely and accurate weekly reports to the Protection Team Leader. 1
  • Participate in training and capacity development initiatives as assigned by the Protection Manager. 1
  • Carry out other relevant tasks assigned by the line manager. 1
  • Conduct duties in accordance with DRC's Code of Conduct and safety procedures.

Required Qualifications:
  • Relevant professional experience of a minimum of 2 years, with a focus on social work and counseling.
  • Excellent interpersonal skills with the ability to communicate with empathy and respect to individuals and groups from diverse backgrounds.
  • Strong understanding of humanitarian programming, particularly in protection and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support services.
  • Ability to maintain confidentiality, respect, non-discrimination, and client safety at all times.
  • Strong organizational skills, with the ability to meet deadlines, prioritize tasks under pressure, multitask, and maintain attention to detail.
  • Good interpersonal and problem-solving skills, along with creativity and flexibility.
  • Ability to work effectively in teams and promote teamwork in a multicultural environment, while managing pressure effectively.
  • Demonstrated experience using MS Office applications (Word, Excel).
  • Ability to develop strategies to address barriers faced by individuals at risk of discrimination.

Educational Background:
A Bachelor’s degree in psychology, social work, or another relevant field is required for this position.

Experience:
The position requires a minimum of 2 years of relevant professional experience, particularly in social work and counseling, to ensure the candidate is equipped to handle the complexities of protection case management.

Languages:
Fluent written and spoken Arabic is mandatory, while a working knowledge of English is desirable.

The contract length for this position is until September 2026, and it is classified as a non-management level (H2). The expected start date is 15 November 202
