Job Overview: The position of International Consultant for the formulation of a PIF (Project Identification Form) is crucial for the successful submission of a tidal power project proposal to the Global Environment Facility (GEF). The consultant will serve as the technical leader, responsible for consolidating various forms of information related to Djibouti's tidal power potential, including technical, environmental, social, and economic aspects. The consultant will also develop an initial theory of change and a preliminary logical framework, ensuring alignment with national strategic priorities and GEF eligibility criteria. This role requires extensive coordination with key stakeholders, including government ministries and local communities, to ensure national ownership of the project and to integrate their contributions into the project document. The consultant will produce a complete Concept Note in accordance with GEF format, which will include necessary technical annexes such as baseline data and preliminary analyses. Additionally, the consultant will provide technical support to address GEF comments after the initial submission and make necessary adjustments to enhance the proposal's chances of approval. The consultant will work closely with the UNDP Djibouti team and national counterparts, ensuring that the proposal meets all GEF criteria and UNDP quality standards.
Duties and Responsibilities: The consultant will undertake several key duties and responsibilities, including:
Consolidating available technical, environmental, social, and economic information on Djibouti's tidal power potential and proposed project locations.
Developing an initial theory of change and a preliminary logical framework that aligns with national strategic priorities and GEF eligibility criteria.
Coordinating exchanges with key stakeholders such as the Ministry of Energy, Ministry of Environment, coastal communities, UNDP, and technical partners to ensure national ownership of the project.
Producing a complete Concept Note in accordance with GEF format, including all required technical annexes such as baseline data, preliminary Strategic Environmental Assessment (SEA) analyses, gender plan, and alignment with Nationally Determined Contributions (NDCs) and national strategies.
Providing technical support to respond to GEF comments after the initial submission and adjusting the project document to maximize the chances of project approval.
Ensuring timely submission of all required documents for the project to the GEF, working closely with the UNDP Djibouti team and national counterparts.
Completing the assignment within the stipulated period of 30 working days spread over approximately 5 months, with specific phases for drafting and finalizing the concept note.
Required Qualifications: The ideal candidate for this position should possess a combination of technical expertise and relevant experience in project formulation, particularly in the context of environmental and sustainable development projects. Required qualifications include:
Proven experience in formulating project proposals for international funding, particularly with GEF or similar organizations.
