Job Overview:
The Administrative and Finance Officer will work under the supervision of the Operations Manager and will be responsible for overseeing the Finance and Administrative associates. This role involves planning and guiding ongoing work, reviewing completed tasks for accuracy and compliance with accounting standards, and monitoring the disbursement of funds in accordance with International Public Sector Accounting Standards (IPSAS) and UNICEF's financial regulations. The officer will ensure that the office's administrative operations comply with organizational policies and procedures, thereby contributing to the effective management of resources and services for children and communities.

Duties and Responsibilities:
  • Develop and implement policies, procedures, and strategies for financial management and administration.
  • Provide support for financial planning and management, ensuring that resources are allocated effectively.
  • Control accounts and ensure accurate financial reporting.
  • Provide administrative support and services to enhance operational efficiency.
  • Manage treasury and cash flow to ensure liquidity and financial stability.
  • Build knowledge and capacity through partnerships and collaboration with stakeholders.
  • Perform any other duties and responsibilities as assigned by the Operations Manager.

Required Qualifications:
Candidates must possess a first-level university degree in business management, accounting, financial management, administration, or a related field. Supplemental formal financial or accounting training may be accepted if the university degree is not in a directly related field. A diploma qualification in CIPFA is acceptable in lieu of a relevant university degree or its equivalent. Advanced knowledge of Microsoft Office, particularly Excel, is required. Fluency in English is mandatory, and familiarity with another official UN language or a local language is considered an asset.

Educational Background:
A first-level university degree in business management, accounting, financial management, administration, or another related management field is required. Candidates with supplemental formal financial/accounting training may be considered if their degree is not in a related field. A diploma in CIPFA or its equivalent is also acceptable.

Experience:
At least 2 years of relevant professional work experience in office management, administration, finance, accounting, ICT, human resources, supply, or any other relevant function is required. Experience in an international organization or large corporation is preferred, and familiarity with emergency contexts is desirable. Experience with IPSAS and/or IFRS is considered an asset, as is experience in database packages, web-based management systems, and ERP systems, particularly SAP financial modules.

Languages:
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration in diverse environments.

This position is open to nationals of The Gambia only, except for internal UNICEF candidates who are legally permitted to work in the country. UNICEF does not facilitate visa issuance for national officer and general service category positions.
