Job Overview:
The Programme Coordinator and Facilitator for the Canadian Orientation Abroad (COA) program will play a crucial role in the implementation of pre-departure services for refugees bound for Canada. This position requires the incumbent to act as the focal point for the smooth delivery of COA programming, which includes telephonic, virtual, and in-person orientation sessions for both adults and youth. The Programme Coordinator will be responsible for liaising with various stakeholders, including IOM, Canadian Embassies, and other partners, to promote IOM's refugee programming. The role involves maintaining regular communication with the COA Global Management Team and ensuring that the information needs of Canada are met accurately and efficiently. The incumbent will also supervise COA support staff and coordinate with finance teams regarding budget monitoring and reporting. This position demands a proactive approach to planning and delivering orientation sessions, ensuring that all logistical details are managed effectively to maximize the uptake of services by refugees.

Duties and Responsibilities:
The duties and responsibilities of the Programme Coordinator and Facilitator include but are not limited to:
  • Coordinating the delivery of COA programming, including planning and scheduling pre-arrival information and orientation sessions for refugees.
  • Liaising with IOM colleagues in Resettlement OPS and Medical Health Department to ensure timely coordination of pre-departure orientation details.
  • Overseeing all logistical aspects of orientation sessions, including training room preparation, equipment setup, and hiring of interpreters and childminders.
  • Submitting COA statistical reports in MiMOSA within the required timelines after each session.
  • Delivering orientation sessions that address the needs of refugees for information and protection, adapting content and training tools as necessary.
  • Keeping abreast of changes in Canada’s resettlement programs and contributing to the development of Standard Operating Procedures (SOPs) and training materials.
  • Writing narrative reports that document accomplishments and challenges, gathering statistics, and maintaining records.
  • Coordinating mobile session delivery details, including travel and security" style="border-bottom: 1px dotted #007bff !important;">security arrangements.
  • Contributing to the development of surveys and promotional tools to increase service uptake. 1
  • Engaging in continuous professional development and participating in staff development workshops and training seminars.

Required Qualifications:
The position requires a Bachelor’s Degree in Political or Social Sciences, Law, International Relations, Education, or a related field with at least four years of relevant work experience. Alternatively, candidates with a high-school diploma and at least six years of relevant work experience will also be considered. The qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database. Candidates should demonstrate a proven ability to communicate effectively across cultures and possess clear and concise writing skills in English. Additionally, experience in leading training seminars or orientation sessions for diverse audiences is essential.

Educational Background:
Candidates must possess a Bachelor’s Degree in a relevant field such as Political or Social Sciences, Law, International Relations, or Education. Those with a high-school diploma must have significant relevant work experience to qualify. The educational qualifications must be from accredited institutions listed in the UNESCO World Higher Education Database, ensuring that the candidates have received a quality education that meets international standards.

Experience:
Candidates should have experience providing information and orientation to refugees, which is considered an advantage. They must demonstrate the ability to communicate effectively in cross-cultural settings and have experience in leading interactive training sessions for both youth and adults. Proven experience in engaging with various stakeholders and managing training logistics is also essential for this role.

Languages:
Fluency in English and Thai is required, both oral and written. Additionally, a working knowledge of one or more of the following languages is desirable: Arabic, Dari, French, Karen, Kiswahili, Rohingya, Spanish, or Tigrinya. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is classified as General Service (G-6) with a monthly salary of THB 82,328.5
  • It is a one-year fixed-term contract with the possibility of extension, and the estimated start date is as soon as possible. The closing date for applications is 2 November 2025, and this position is open to Thai nationals only. The recruitment process is subject to local recruitment policies, and candidates must hold a valid residence and work permit for Thailand. The appointment will also be contingent upon medical fitness certification and verification of residency and visa requirements.
