Job Overview: The consultant will work closely with the National Employment Agency (NEA), Territorial Employment Offices (TEOs), local social services, and other relevant institutions to enhance their knowledge, skills, and practices related to gender disaggregated data collection, monitoring, and analysis. The main objective is to provide integrated capacity building for these stakeholders to strengthen their ability to deliver inclusive, data-driven, gender-sensitive, and family-friendly employment services. The consultant will conduct training sessions focused on techniques for collecting and analyzing disaggregated data, ensuring that participants are equipped with the necessary skills to design effective, evidence-based policies for diverse demographic groups. The role also involves engaging with institutions and stakeholders to ensure that the final capacity building report reflects comprehensive input and insights from the training sessions.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Provision of capacity building on data collection and monitoring, which involves analyzing data collected by NEA/TEOs and identifying training needs.
Conducting training sessions for NEA/TEOs and social services, developing training concepts, agendas, materials, and tools, and organizing and facilitating training sessions across eight regions.
Developing recommendations for establishing a sustainable and integrated data collection framework focusing on women's employment.
Engaging with key stakeholders to ensure that the training and capacity building efforts are aligned with ongoing initiatives and effectively address the needs of vulnerable groups.
Preparing reports summarizing findings, training outcomes, and recommendations for improvements in data management practices.
Required Qualifications: Candidates must possess a Bachelor’s or Master’s degree in Sociology, Data Analysis, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of 5 years of demonstrated experience in conducting qualitative and quantitative data collection and research, along with at least 3 years of experience in capacity building, training, or advisory work related to data, gender equality, social inclusion, and/or employment. Documented examples of gender-disaggregated data analysis and advanced knowledge of data analysis tools and statistical applications are also required. Experience working with government institutions, UN agencies, and civil society organizations in Moldova is considered an asset, particularly experience with NEET, women with children, and persons with disabilities.
Educational Background: The educational background required for this position includes a Bachelor’s or Master’s degree in Sociology, Data Analysis, or a related field. Candidates with a first-level university degree and additional qualifying experience may also be considered. The educational qualifications should provide a solid foundation in data analysis and gender studies, equipping candidates with the necessary skills to fulfill the responsibilities of the role effectively.
Experience: The position requires a minimum of 5 years of experience in conducting both qualitative and quantitative data collection and research. Additionally, candidates should have at least 3 years of experience in capacity building, training, or advisory work related to data, gender equality, social inclusion, and/or employment. This experience should include documented examples of gender-disaggregated data analysis and familiarity with data management processes, including storage, security" style="border-bottom: 1px dotted #007bff !important;">security, and confidentiality.
Languages: Fluency in Romanian and English is required for this position. Candidates should be able to communicate effectively in both languages, as the deliverables and reports will need to be prepared in English, with technical deliverables potentially developed in Romanian as needed. This bilingual proficiency is essential for engaging with local stakeholders and ensuring effective communication throughout the capacity building process.
Additional Notes: The assignment is expected to be carried out over a period of up to 7 months, with a potential for extension based on satisfactory performance and the needs expressed by national counterparts. The start date is envisaged for November 2025, with completion by May 2026, unless extended by UN Women. The consultant will be required to travel to eight regions to build awareness, collect data, and ensure smooth information flow. Payments will be made following certification by UN Women that the services related to each deliverable have been satisfactorily completed. The consultant's performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
