Job Overview:
The Education Project Manager will play a crucial role in overseeing and managing education programs aimed at supporting internally displaced persons (IDPs) and returnees in Ukraine. This position requires a strong commitment to promoting the rights of these populations and ensuring that educational interventions are effectively targeted to meet their needs. The manager will be responsible for developing and implementing education strategies, conducting assessments, and providing technical guidance to the education team. The role also involves collaboration with local authorities, partners, and stakeholders to enhance the quality and accessibility of education services. The Education Project Manager will ensure that projects align with NRC's policies and advocacy strategies while fostering a positive and inclusive environment for all participants.

Duties and Responsibilities:
The Education Project Manager will have a wide range of responsibilities, including but not limited to:
  • Adhering to NRC policies, guidance, and procedures to ensure compliance and effectiveness in project implementation.
  • Identifying and targeting individuals most in need of protection and assistance, exploring innovative approaches to support them.
  • Contributing technical expertise in education to program development, adjustments, and reviews.
  • Conducting technical assessments related to education and presenting actionable recommendations.
  • Providing input to coordination mechanisms and working groups as requested by the Education Project Manager.
  • Ensuring consistent communication and information flow within the team and with management, including regular reporting and updates.
  • Managing budgets, developing financial and procurement plans, and monitoring work plans for the education team.
  • Overseeing the implementation of youth engagement activities and evaluating their effectiveness in collaboration with partners.
  • Supporting the implementation of school grants for improvement activities and planning catch-up activities for students. 1
  • Engaging with stakeholders, including local education authorities, to provide technical support and foster positive relationships. 1
  • Conducting education needs assessments and ensuring proper documentation and filing of project support documents. 1
  • Analyzing qualitative and quantitative data and presenting findings comprehensively. 1
  • Contributing to the development of education programs and strategies, including the Education CC strategy and action plans. 1
  • Managing and mentoring education staff to ensure timely delivery of tasks and professional growth.

Required Qualifications:
Candidates must possess a minimum of three years of relevant experience in the field of education in emergencies, project management, and team leadership. Technical competencies related to education and humanitarian response are essential, along with knowledge of youth programs in Ukraine. Familiarity with cash and voucher modalities and the education system in Ukraine is highly desirable. Strong communication skills, both written and verbal, are required, with proficiency in English and fluency in Ukrainian. Knowledge of the Russian language is considered an asset. Candidates should demonstrate strategic thinking, planning abilities, and effective interpersonal skills to work collaboratively with diverse stakeholders.

Educational Background:
A relevant educational background is required for this position, typically including a degree in education, social sciences, or a related field. Advanced degrees or specialized training in education management, humanitarian response, or project management will be advantageous and may enhance a candidate's suitability for the role.

Experience:
The position requires a minimum of three years of experience in education programming, particularly in emergency contexts. Candidates should have a proven track record of managing projects, leading teams, and delivering results in challenging environments. Experience working with displaced populations and knowledge of the local context in Ukraine will be beneficial.

Languages:
Fluency in Ukrainian is mandatory, along with a working knowledge of English, both written and verbal. Knowledge of the Russian language is considered an asset and may enhance communication with diverse stakeholders and beneficiaries.

Additional Notes:
This position is open to candidates who have the legal right to work in Ukraine. The organization is unable to provide work permits or visa sponsorships for this role. The position may involve full-time commitment and requires flexibility to adapt to the evolving needs of the education program and the communities served.
