Job Overview:
The Humanitarian Programme Specialist plays a crucial role in managing UNFPA's activities related to emergency and humanitarian response. This position involves overseeing the formulation, implementation, monitoring, and evaluation of programs, as well as coordinating with national development frameworks. The specialist will provide technical guidance and support to relevant ministries and represent UNFPA in humanitarian clusters, ensuring that reproductive health and gender concerns are integrated into humanitarian responses. The role requires a proactive approach to identifying opportunities for UNFPA's assistance and intervention in the context of Yemen's disaster risk environment, as well as advocating for the inclusion of reproductive health and gender issues in funding appeals and humanitarian initiatives. The specialist will also be responsible for knowledge creation and documentation regarding reproductive health, HIV/AIDS, gender-based violence, and other related issues in emergency contexts, contributing to the overall effectiveness of UNFPA's humanitarian response.

Duties and Responsibilities:
The Humanitarian Programme Specialist will be responsible for several key duties, including:
  • Collaborating with relevant ministries, NGOs, and partners to formulate and design the country emergency and humanitarian response program in accordance with UNFPA policies.
  • Actively participating in humanitarian clusters to advance UNFPA's objectives.
  • Supporting the Representative/Deputy Representative in the UN Humanitarian Country Team and other relevant forums.
  • Reviewing the disaster risk environment in Yemen and pursuing opportunities for UNFPA's intervention.
  • Providing technical guidance to the Ministry of Health on forecasting, procurement, and pre-positioning of commodities for emergency preparedness.
  • Promoting the use of the Minimum Initial Service Package (MISP) and national guidelines on managing sexual violence in emergencies.
  • Overseeing the implementation of emergency and humanitarian responses, establishing partnerships, and representing UNFPA in meetings with UNOCHA and other humanitarian forums.
  • Advocating for the integration of reproductive health and gender concerns into humanitarian responses and ensuring their inclusion in assessments and monitoring reports.
  • Documenting knowledge about current and emerging issues in reproductive health and gender in emergencies for future strategy planning. 1
  • Participating in advocacy and resource mobilization efforts, ensuring the inclusion of MISP and GBV in funding appeals and preparing relevant documentation for donor meetings and public events. 1
  • Managing information related to UNFPA's humanitarian response and contributing to situation reports.

Required Qualifications:
Candidates must possess an advanced degree in public health, medicine, sociology, gender studies, economics, population studies, demography, international relations, international development, management, or a related social science field. Additionally, candidates should have at least five years of progressively responsible professional experience in development and population activities, sexual and reproductive health, and gender in humanitarian contexts. Strong analytical, coordination, and organizational skills are essential, along with experience in program and technical assistance within the UN system, international NGOs, and civil society organizations. Proven experience in managing a multi-disciplinary team and drafting and implementing legislation is also required. Field experience is considered an asset.

Educational Background:
The educational background required for this position includes an advanced degree in relevant fields such as public health, medicine, sociology, gender studies, economics, population studies, demography, international relations, international development, management, or other related social sciences. This advanced education is crucial for understanding the complexities of humanitarian responses and reproductive health issues.

Experience:
The position requires a minimum of five years of increasing professional experience in development and population activities, particularly in the areas of sexual and reproductive health and gender in humanitarian response. Candidates should have a strong background in program management, coordination, and technical assistance, ideally with experience in the UN system or international NGOs. Field experience is highly valued, as it provides practical insights into the challenges faced in humanitarian contexts.

Languages:
Fluency in both English and Arabic is mandatory for this position. Knowledge of other official UN languages is desirable, as it can enhance communication and collaboration in diverse settings.
