Job Overview:
The Economic Recovery Officer (Food Security - General Food Assistance) plays a vital role in the implementation and supervision of General Food Assistance (GFA) activities from January to March 202
  • This position involves managing data, reporting, verification, and overseeing GFA activities. The officer will collaborate closely with local authorities, community leaders, and stakeholders to ensure effective project coordination. Responsibilities include beneficiary mapping, identifying new warehouses and Food Distribution Points (FDPs), and providing support across various sectors as needed. The role requires a strong presence in the field during distributions and data collection, ensuring that the GFA project is executed efficiently and effectively in the Hodeida governorate, particularly in Al Mansouriya and As Sukhnah districts, which are severely affected by food insecurity due to ongoing conflict.

Duties and Responsibilities:
The Economic Recovery Officer will undertake a range of responsibilities, including: Collaborating with key stakeholders such as government entities and NGOs to promote awareness of the project’s objectives, benefits, targeting criteria, and implementation strategies. Working closely with the General Food Assistance Team in Hodeida and the North Area Team to achieve project goals. Establishing Food Assistance Committees (FAC) and working with community stakeholder committees to identify and select beneficiaries. Coordinating with local authorities and community leaders to ensure effective communication and collaboration for project success. Mapping beneficiaries and identifying new warehouses and Food Distribution Points (FDPs) for future project activities, conducting assessments, and analyzing data to ensure timely delivery of assistance. Providing support in logistics, procurement, monitoring, and evaluation as required. Reporting daily activities to the team leader, highlighting challenges faced during implementation. Maintaining accurate records of quantities delivered, losses, damages, and proper distribution and verification of beneficiaries. Overseeing the entry of beneficiary data and collaborating with the EcRec assistant to document recipient households accurately. Sensitizing and training Community-Based Committees (CBC) to verify eligible households for food assistance. Conducting market and needs assessments and providing field-based information to assist in security-related decisions. Building constructive relationships with partner organizations and humanitarian agencies, and participating in Monitoring, Evaluation, Accountability, and Learning (MEAL) activities as directed by the supervisor.

Required Qualifications:
Candidates must possess a Bachelor’s degree in development studies, social science, or a related field relevant to emergency situations in rural conflict areas. A minimum of two years of experience working with humanitarian organizations in general food distribution is required. Proficiency in Arabic and English is essential, along with excellent familiarity with the security, programming, and cultural contexts in Hodeida (Al Mansouriya and As Sukhnah). Candidates should demonstrate strong interpersonal and problem-solving skills, creativity, and flexibility, with the ability to work independently and as part of a team. Strong organizational skills, self-motivation, and attention to detail are also crucial for this role.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as development studies, social science, or a related discipline that addresses emergency situations in rural conflict areas. This educational background is essential to understand the complexities of humanitarian work and the specific challenges faced in conflict-affected regions.

Experience:
Candidates should have at least two years of relevant experience working with humanitarian organizations, specifically in the field of general food distribution. Experience in similar contexts, particularly in Hodeida, is highly valued, with at least one year of experience preferred. The ability to navigate unstable and frequently changing security environments is also important for this role.

Languages:
Fluency in Arabic (both written and spoken) is mandatory, along with good English language skills (written and spoken). Excellent report writing skills, including the ability to edit the work of others, are also required. Proficiency in these languages is crucial for effective communication and documentation in the role.

Additional Notes:
The contract length for this position is until 31st March 2024, with the possibility of renewal based on funding and performance. The workplace is located in Hodeida (Al Mansouriya and As Sukhnah), with travel required to the field. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National staff, and this position will be classified at level NMH
