Job Overview:
The M&E Associate plays a crucial role in the implementation of the Country Strategic Plan at both the Country Office (CO) and field levels. This position involves coordinating and conducting data collection activities related to WFP’s program implementation. The M&E Associate is responsible for ensuring that the collected data is submitted for further analysis and disseminated through appropriate channels to inform operational decision-making and strategic reorientation. The role requires close collaboration with the Head of M&E at the country office level and entails providing specialized support and technical analyses to policy and program activities that effectively meet food assistance needs. The M&E Associate must ensure that the Country Office adheres to corporate Monitoring and Evaluation (M&E) standards, including standard operating procedures (SOPs) and data protection policies. This position is vital for maintaining the integrity and quality of data that informs WFP’s operational strategies and program effectiveness.

Duties and Responsibilities:
The M&E Associate will be responsible for a variety of tasks, including but not limited to: ensuring compliance with corporate M&E standards in monitoring activities, maintaining communication with the CO M&E team for updates and support, identifying evidence needs in consultation with technical units, and ensuring that gender, disability, protection, and other inclusion issues are integrated into all M&E work. The Associate will facilitate the collection of output, process, and outcome monitoring data, including activity implementation monitoring, Post-Distribution Monitoring, and retail performance monitoring. They will support the design of questionnaires and data analysis plans for M&E field staff, track monitoring visits, and ensure that all activity sites are monitored at least once a year. The Associate will also supervise data collection by WFP staff or partners, conduct regular data quality checks, analyze and visualize monitoring data, and implement an escalation system for reporting issues. This role requires a proactive approach to ensure that monitoring data and reports are timely, complete, and of high quality.

Required Qualifications:
Candidates must possess a post-secondary diploma in a related functional area. Additionally, they should have six or more years of progressively responsible work experience in the relevant business stream, with a focus on general administrative work. The ideal candidate will have experience working with technical teams, contributing to program implementation, and assisting with policy discussions. Strong analytical skills and the ability to work collaboratively with diverse teams are essential for success in this role.

Educational Background:
A post-secondary diploma in a relevant field is required for this position. This educational background should provide the foundational knowledge necessary for understanding the complexities of monitoring and evaluation within humanitarian contexts. Candidates with further education or specialized training in monitoring and evaluation, data analysis, or related fields may be preferred.

Experience:
The position requires a minimum of six years of progressively responsible work experience in a relevant business stream. This experience should include a strong emphasis on administrative work and familiarity with monitoring and evaluation processes. Candidates should demonstrate a history of working effectively in team environments and contributing to the successful implementation of programs.

Languages:
Fluency in both oral and written communication in the UN language in use at the duty station is mandatory. Additionally, proficiency in the local language of the duty station, if different, is also required. This linguistic capability is essential for effective communication with stakeholders and for the successful execution of monitoring and evaluation activities.
