Job Overview: The consultant will play a crucial role in supporting the development of high-quality, investment-ready project proposals aimed at advancing climate change adaptation in social sectors, particularly at the subnational level. This position requires the consultant to ensure alignment with the National Adaptation Plan (NAP) and the rights of children and youth. The consultant will facilitate the translation of priority project ideas into fully developed proposals, engage stakeholders for proposal development, and contribute to resource mobilization efforts. The role involves assessing and improving climate-smart infrastructure and producing funding-ready project documents that integrate children's and youth's rights, gender equality, and community participation mechanisms.
Duties and Responsibilities:
Transform priority adaptation projects into full proposals, including an inception report with a work plan and a baseline/mapping report of UNICEF adaptation initiatives linked to NAP localization.
Ensure policy alignment and rights integration by documenting consultations with provinces, including participation from children, youth, women, and adolescent girls.
Engage stakeholders for proposal development, producing technical review reports, Theory of Change (TOC), and project descriptions for provinces.
Assess and improve climate-smart infrastructure, ensuring documentation of stakeholder consultations and finalizing technical and financial sections for proposals.
Produce funding-ready project documents that include an integration framework for children's and youth's rights and proposed mechanisms for community participation in project implementation and monitoring.
Required Qualifications: Candidates must possess an advanced university degree (Masters or higher) in fields related to climate change, environmental management, environmental economics, environmental health, public policy, or other related disciplines. They should have at least 10 years of progressively responsible professional experience in multi-disciplinary and cross-sectoral climate change and environmental project design and management. A demonstrated track record in developing successful climate funding proposals to international climate funds is essential, along with strong technical, analytical, and project proposal development skills related to climate change and sustainable development. Excellent communication and facilitation skills are also required, particularly in managing diverse views in various contexts.
Educational Background: The position requires an advanced university degree (Masters or higher) in areas related to climate change, environmental management, environmental economics, environmental health, public policy, or other related disciplines. This educational background is crucial for understanding the complexities of climate adaptation and environmental issues that the consultant will be addressing.
