Job Overview:
The Programme Policy Officer (Cooperating Partners Management) will play a crucial role in supporting the Programme team at WFP by managing the Field-Level Agreement (FLA) process and ensuring compliance with corporate standards. This position involves overseeing the entire FLA lifecycle, from review and registration to archiving, while also ensuring that standard operating procedures (SOPs) are updated to reflect any changes in corporate guidelines. The officer will supervise team members and ensure that all agreements are prepared accurately and registered in the WFP systems. Additionally, the role requires effective coordination with the Cooperating Partner Committee (CPC) and monitoring the progress of FLAs to ensure timely adjustments are made as necessary. The officer will also act as a focal point for corporate tools and systems, facilitating the deployment of new platforms and providing training to staff and partners. Overall, this position is vital for maintaining effective partnerships and ensuring that WFP's operations run smoothly and efficiently.

Duties and Responsibilities:
The key responsibilities of the Programme Policy Officer include:
  • Managing the end-to-end FLA process, ensuring timely reviews, registrations, and archiving in accordance with corporate standards.
  • Updating SOPs for FLA management and ensuring compliance with corporate guidelines.
  • Supervising CPM team members to ensure accurate preparation and registration of agreements in WINGS.
  • Coordinating with the CPC to ensure all contracts are reviewed prior to signing.
  • Monitoring FLA progress and alerting technical units for necessary amendments.
  • Conducting random spot checks on FLA deliverables and ensuring proper archiving.
  • Acting as the Country Office focal point for Regional and Global CPM teams and coordinating with HQ for the deployment of new corporate tools.
  • Leading the update of WFP Partner Mapping and managing the UN Partners Portal process.
  • Delivering training sessions for Cooperating Partners and WFP technical units on budgeting, reporting, and compliance. 1
  • Developing and maintaining training materials for continuous learning.

Required Qualifications:
Candidates must possess strong experience in managing partnerships and financial documentation, along with excellent organizational and communication skills. The ability to work independently and meet tight deadlines is essential. Familiarity with WFP systems such as ITS, CPC, UNPP, and Partner Connect is advantageous. Strong skills in data analysis and visualization for decision-making are required, as well as comfort in public speaking and delivering training sessions. Candidates should demonstrate a commitment to WFP's values and mission, and be able to work effectively in a diverse and multicultural environment.

Educational Background:
A Master’s degree in a relevant field such as Economics, Finances, Project Management, Accounting, or Business Administration is required or highly desirable for this position. This educational background will provide the necessary theoretical foundation and analytical skills needed to perform the duties effectively.

Experience:
A minimum of 5 years of relevant experience is required, specifically in working with the private sector, NGOs, or international organizations. Experience in partner management or financial administration is considered an asset, and previous experience with the UN or other multilateral agencies will be beneficial for candidates applying for this role.

Languages:
Fluency in both English and French, both spoken and written, is mandatory for this position. This bilingual requirement is essential for effective communication within the diverse teams and partners that WFP engages with.

The position is a Fixed Term contract at the NOA grade level, with a duration of 12 months. The duty station for this role is Yaounde, Cameroon.
