The FAO Representation in Ghana plays a crucial role in liaising with the Government of Ghana, analyzing assistance requests, and managing FAO programs and projects. The organization is involved in developing agricultural sector investment plans that align with national policies and frameworks, such as the National Medium-term Development Policy Framework and the Agricultural Sector Medium-Term Plan, which aims to modernize Ghana's agri-food system.
Job Overview: The National Agriculture Investment Plan Specialist will be responsible for leading the development of Ghana's National Agriculture Investment Plan (NAIP) for the period 2026-202
This role involves providing technical, strategic, and facilitation support to ensure that the plan aligns with national development priorities and international commitments. The specialist will conduct a situational analysis of the agricultural sector, assessing its performance to inform strategic interventions. The position requires collaboration with various stakeholders, including the Ministry of Food and Agriculture (MoFA) and other governmental bodies, to ensure a multi-sectoral approach to agricultural development. The specialist will also coordinate technical committees, engage with expert groups, and synthesize findings from various studies to draft the investment plan and its associated monitoring and evaluation framework.
Duties and Responsibilities: The duties and responsibilities of the National Agriculture Investment Plan Specialist include: collaborating with FAO Technical Officers and MoFA to establish a roadmap for developing the NAIP; leading and coordinating a technical committee to consolidate outputs from various agricultural sub-sectors; conducting situation analyses and performance assessments of the agricultural sector; engaging with multiple ministries to ensure an integrated development perspective; coordinating expert groups in preparing background reports; reviewing key national and international documents relevant to the agricultural sector; synthesizing results from studies conducted by development partners; drafting the investment plan and costing programs; developing a monitoring and evaluation plan; creating a communication plan for the NAIP; proposing implementation arrangements; aggregating stakeholder inputs; facilitating stakeholder workshops; preparing presentations and reports; refining the plan based on stakeholder feedback; and performing any other relevant tasks necessary for the assignment.
Required Qualifications: Candidates must possess a University Degree in Agriculture Economics, Agribusiness, Agriculture Policy and Planning, Development Economics, Rural Development, Agriculture Sciences, or a related field. Additionally, candidates should have a minimum of 12 years of relevant work experience in Public Policy Planning, Agricultural Economics, Agribusiness, or Monitoring and Evaluation (M&E). At least 8 years of experience in developing policies and plans is required. A working knowledge of English is mandatory, and candidates must be nationals of Ghana.
Educational Background: The educational background required for this position includes a University Degree in fields related to agriculture, economics, development, or planning. The degree must be from an institution accredited or recognized in the World Higher Education Database (WHED).
Experience: The position requires a significant level of experience, specifically a minimum of 12 years in relevant fields such as Public Policy Planning, Agricultural Economics, Agribusiness, or M&E. Candidates should also have at least 8 years of experience in the development of policies and plans, demonstrating a strong background in agricultural development and planning.
