Job Overview:
The Country Representative will play a crucial role in representing the IDB Group in El Salvador, acting as the primary liaison between the organization and various stakeholders, including the government, private sector, civil society, and international cooperation entities. This position involves leading the programmatic dialogue and the development of the Country Strategy, ensuring that it aligns with the IDB Group's Institutional Strategy and objectives. The representative will also oversee the alignment of operations with the country's priorities and manage the human and financial resources of the Country Office. The role requires a strong focus on ethical practices and effective communication strategies to disseminate knowledge and information among relevant actors.

Duties and Responsibilities:
  • Represent the IDB Group in El Salvador, promoting its mission and policies to government officials, private sector, civil society, and media.
  • Lead the development of the Country Strategy and programming, ensuring alignment with the IDB Group's Institutional Strategy.
  • Manage IDB Invest and IDB Lab initiatives to identify business opportunities that align with their objectives.
  • Ensure operations are aligned with the country's development priorities.
  • Plan and manage human and financial resources for the Country Office.
  • Lead, manage, and evaluate Country Office staff to optimize performance.
  • Develop and implement a communication strategy for the Country Office.
  • Identify and promote public-private synergies to achieve the IDB Group's objectives.
  • Supervise the design, implementation, monitoring, and evaluation of development programs and projects. 1
  • Maintain relationships with government, private sector, and civil society to promote alignment with the IDB Group's strategy.

Required Qualifications:
Candidates must possess a Master’s degree in Public Policy, Business, Economics, Law, or a relevant discipline. They should have an outstanding professional background with strong technical competencies. The role requires strong leadership skills and the ability to build and motivate high-performing teams. Candidates should demonstrate strong interpersonal skills and the ability to establish trust and credibility with stakeholders. A clear understanding of the IDB Group's culture and operations is essential, along with the ability to navigate complex scenarios and manage sensitive situations effectively.

Educational Background:
A Master’s degree in a relevant field such as Public Policy, Business, Economics, or Law is required for this position. This educational background is essential to understand the complexities of the role and to effectively contribute to the IDB Group's mission in the country.

Experience:
Candidates should have at least 15 years of relevant experience in leadership roles, preferably within multilateral development organizations or development financial institutions. Experience in managing teams and projects, as well as a track record of building strategic relationships, is crucial. For external candidates, at least three years of experience in a comparable position with another multilateral development organization is preferred.

Languages:
Proficiency in English and Spanish, both oral and written, is mandatory for this position. Excellent communication skills are essential to effectively engage with various stakeholders and to represent the IDB Group's interests in the country.

The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
