Job Overview: The Operations Manager will work under the responsibility of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will play a crucial role in implementing the mandate and 10-year strategy of Handicap International in Afghanistan. This position is pivotal in ensuring the quality and impact of projects within the country. The Operations Manager will oversee the management of Area Managers and will be responsible for translating the organization's strategy into operational objectives. The role requires a strong focus on quality assurance and impact assessment of the projects implemented, ensuring that they align with HI's values and operational standards. The Operations Manager will also be involved in strategic planning and monitoring, ensuring compliance with HI's global frameworks and policies, and will represent the organization externally in various forums and events.
Duties and Responsibilities:
Management: The Operations Manager must embody HI's values, serve as a role model, and guide the team by translating the strategy into operational objectives. This includes encouraging innovation, facilitating inter-departmental exchanges, and managing team performance. The manager will also develop team skills and ensure compliance with the code of conduct.
Strategy and Steering: Contribute to the development and implementation of the programme operational strategy, including annual monitoring.
Standards and Expertise: Ensure compliance with HI's global frameworks and institutional policies.
Operational Implementation: Manage and monitor projects, analyze potential risks, and propose mitigation measures. Develop HI's external influence and represent the organization in relevant forums.
Emergency Preparedness and Response: Prepare for and respond to emergencies, ensuring adequate resources are available according to the context.
Required Qualifications: Candidates must possess at least 4 years of professional experience in Area/Field/Project management within challenging humanitarian contexts, particularly in complex and conflict-affected regions. Strong management and partnership management skills are essential, along with experience in donor relations, external relations, fundraising, and strategic positioning. Candidates should demonstrate a constructive and dynamic personality, with a high level of autonomy and strong organizational skills.

The contract includes social coverage adapted to the mission context, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at €2869 gross per month, with additional per diem and hardship allowances. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks. Housing will be provided collectively by HI.
