Job Overview:
The Resource Mobilization Officer will play a critical role in supporting the implementation of UNICEF's resource mobilization strategy within the Rwanda Country Office (RCO). This position is essential for maintaining and enhancing the fundraising capacity of the office, which raises approximately USD 12 million annually from both public and private donors. The officer will be responsible for diversifying the donor base and ensuring strong relationships with existing donors. The role involves preparing around 60 donor reports annually and adapting to the new Country Programme (CPD 2025-2029), which emphasizes upstream work. The incumbent will work closely with various teams, including program sections, the Budget Officer, and the Communications, Advocacy, and Partnership team, to ensure effective monitoring of partnerships and donor reporting. This position is crucial for managing the increased volume of work related to resource mobilization and donor reporting, which is vital for the success of UNICEF's mission in Rwanda.

Duties and Responsibilities:
  • Support the implementation of the resource mobilization strategy for the Rwanda Country Office, ensuring alignment with UNICEF's overall goals and objectives.
  • Maintain and enhance relationships with existing donors, ensuring timely communication and reporting.
  • Identify and pursue new funding opportunities to diversify the donor base, including public and private sector partnerships.
  • Prepare and submit donor reports, ensuring compliance with donor requirements and UNICEF standards.
  • Collaborate with program sections to gather necessary data and information for reporting and proposal development.
  • Monitor and evaluate the effectiveness of resource mobilization efforts, providing feedback and recommendations for improvement.
  • Participate in meetings and discussions with stakeholders to advocate for UNICEF's mission and objectives.
  • Ensure that all resource mobilization activities are conducted in accordance with UNICEF's ethical standards and values.

Required Qualifications:
  • Proven experience in resource mobilization, fundraising, or donor relations, preferably within an international organization or NGO.
  • Strong understanding of the principles and practices of fundraising and donor engagement.
  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders.
  • Strong analytical and problem-solving skills, with the ability to assess and respond to funding opportunities effectively.
  • Proficiency in project management and reporting, with attention to detail and accuracy.
  • Ability to work independently and as part of a team, demonstrating adaptability and flexibility in a dynamic environment.

Educational Background:
A bachelor's degree in international development, public relations, business administration, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset.

Experience:
A minimum of 3-5 years of relevant professional experience in resource mobilization, fundraising, or donor relations is required. Experience working in the UN system or with international organizations is an advantage.

Languages:
Fluency in English is mandatory. Knowledge of French or Kinyarwanda is considered an asset and may enhance communication with local stakeholders.

This position is a full-time role based in Kigali, Rwanda. The UNV Programme offers a monthly living allowance that covers basic needs such as housing, utilities, transportation, and communication. It is important to note that the allowances provided are not considered compensation or salary for the UN Volunteer’s service, but rather support to maintain a secure standard of living in line with United Nations standards.
