Job Overview:
The Regional Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) Officer will play a crucial role in overseeing and managing the implementation of IOM’s PSEAH response across the region. This position requires a strong commitment to IOM’s mission and values, particularly in promoting protection-centered approaches. The officer will work under the direct supervision of the Senior Coordinator, PSEAH, and will be responsible for ensuring that PSEAH initiatives align with institutional policies and donor requirements. The role involves contributing to global PSEAH initiatives, providing technical support to country teams, and ensuring that PSEAH components are integrated into project proposals and reports. The officer will also engage with IOM partners to strengthen collaboration and knowledge exchange, lead training and awareness-raising efforts, and support the development of effective prevention and response mechanisms. This position is vital for fostering a culture of accountability and transparency within IOM and its partners, ensuring that the organization effectively addresses issues of sexual exploitation and abuse.

Duties and Responsibilities:
The duties and responsibilities of the Regional PSEAH Officer include:
  • Leading and coordinating the regional implementation of PSEAH, ensuring alignment with IOM’s policies and donor requirements.
  • Contributing to global PSEAH initiatives by supporting global-level priorities and enhancing partnerships and inter-agency coordination.
  • Providing ongoing technical support and guidance to IOM PSEAH Officers and other relevant staff to strengthen PSEAH integration at all levels.
  • Ensuring PSEAH components are embedded in project proposals, budgets, and reports, and actively contributing to fundraising efforts.
  • Contributing to regional and country-level strategic frameworks and response plans, leading data collection and reporting on PSEAH work.
  • Strengthening partnerships with implementing organizations and identifying capacity gaps to provide tailored technical guidance.
  • Designing and delivering regional capacity-building initiatives on PSEAH, including staff training and communication strategies.
  • Supporting country offices in conducting SEAH risk assessments and implementing risk mitigation measures.
  • Representing IOM in regional inter-agency fora and promoting PSEAH integration across humanitarian and development efforts. 1
  • Performing other duties as assigned to support the effective delivery of the work program.

Required Qualifications:
The required qualifications for the position include:
  • A Master’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies, or a related field from an accredited institution, with five years of relevant professional experience; or a University degree in the same fields with seven years of relevant professional experience.
  • Professional experience in sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations, and humanitarian affairs.
  • Strong coordination experience within the UN system and among interagency partners, including governments and NGOs.
  • Experience in developing and facilitating PSEA trainings and communication materials.
  • Experience in conducting PSEA risk assessments and policy development.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as Law, International Relations, Psychology, Social Sciences, or Development Studies from an accredited academic institution. Alternatively, a University degree in these fields is acceptable if accompanied by seven years of relevant professional experience. The educational background should reflect a strong foundation in the principles and practices related to protection from sexual exploitation, abuse, and harassment.

Experience:
The position requires a minimum of five years of relevant professional experience in the fields of sexual exploitation and abuse, protection, child protection, gender-based violence, and humanitarian affairs. Candidates should have demonstrated experience in coordination within the UN system and among interagency partners, as well as experience in developing training and communication materials related to PSEA. Experience in conducting risk assessments and policy development is also essential.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is a professional recruitment type. The role requires international mobility, and candidates must be medically fit for appointment. The selection process may be used to staff similar positions in various duty stations. IOM has a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, and discrimination.
