Job Overview:
The Senior Evaluation Consultant will play a crucial role in evaluating UNICEF's Manager Support Programme (MSP), which aims to enhance people management and leadership practices within the organization. This consultancy position is home-based with potential travel requirements. The consultant will lead the evaluation process, ensuring methodological rigor and quality in data collection and analysis. The evaluation will assess the MSP's effectiveness and relevance, providing insights that will shape future leadership strategies within UNICEF. The consultant will work closely with both internal staff and external consultants, coordinating efforts to deliver comprehensive evaluation reports and recommendations by the end of the consultancy period.

Duties and Responsibilities:
The consultant's responsibilities include leading the methodological design of the evaluation, overseeing data collection and analysis, coordinating team inputs, and managing timelines and deliverables. Specific tasks involve drafting and finalizing key deliverables such as the inception summary and evaluation report, facilitating participatory processes like sensemaking and co-creation workshops, and ensuring compliance with UNICEF's quality and ethical standards. The consultant will also be responsible for integrating feedback into final reports and communication products, ensuring that all outputs meet the required standards and deadlines.

Required Qualifications:
Candidates must possess an advanced university degree (Masters) in evaluation, social sciences, organizational studies, or a related field. A minimum of 10 years of experience in leading complex evaluations within international organizations is essential. The consultant should have expertise in mixed-methods and theory-based evaluation approaches, with a strong emphasis on gender equality, equity, and inclusion. Excellent facilitation skills for participatory evaluations, familiarity with UNEG norms, and strong writing and communication skills are also required. Fluency in English is mandatory, while knowledge of other UN languages is considered an asset.

Educational Background:
An advanced university degree (Masters) in relevant fields such as evaluation, social sciences, or organizational studies is required for this position. This educational background provides the necessary theoretical foundation and practical skills needed to conduct high-quality evaluations in complex organizational settings.

Experience:
The position requires a minimum of 10 years of relevant experience in leading evaluations, particularly in international organizations. This experience should encompass a range of evaluation methodologies and approaches, demonstrating the ability to manage complex evaluation processes effectively and deliver high-quality outputs.

Languages:
Fluency in English is mandatory for this role. Knowledge of additional UN languages is considered advantageous, as it may facilitate communication and collaboration in a diverse international environment.

  • The consultant will be required to submit a financial proposal that outlines costs per deliverable and total fees for the assignment. UNICEF will cover travel costs and daily subsistence allowances if travel is necessary. The selected candidate must have valid health insurance coverage at the time of contract award. Payment for professional fees will be contingent upon the submission of satisfactory deliverables. UNICEF maintains a zero-tolerance policy regarding misconduct and adheres to strict child safeguarding principles. Selected candidates will undergo rigorous background checks and must confirm their fully-vaccinated status against COVID-19 prior to commencing the assignment.
