Job Overview:
The National Consultant will play a crucial role in updating the existing Sexual and Reproductive Health and Rights (SRHR) Assessment in Ukraine. This position is vital in ensuring that the assessment reflects the most recent data, findings, and policy developments in the field of SRHR. The consultant will conduct consultations with key informants across various technical areas, including maternal and perinatal health, sexually transmitted infections, and contraceptive use, to validate previous analyses and identify any changes that have occurred over the past year. The consultant will also be responsible for revising and updating the SRHR Assessment report, integrating new data and recommendations to improve access to SRHR services in Ukraine. This role requires a deep understanding of the Ukrainian healthcare system and the ability to provide actionable recommendations for evidence-based policymaking.

Duties and Responsibilities:
The consultant's duties will include conducting consultations with key informants in technical areas related to SRHR, updating data analysis using official national statistics for 2024, and revising the SRHR Assessment report. The consultant will develop a workplan and methodology, analyze current SRHR policies and legislation, and document findings from key informant interviews. Deliverables will include an updated quantitative data analysis, policy analysis reflecting recent changes, and comprehensive recommendations for improving access to SRHR services. The consultant will also provide guidance for future research and data collection to support evidence-based policymaking, ensuring that all documentation and datasets are handed over to UNFPA upon completion of the assignment.

Required Qualifications:
Candidates must possess an MD or Master’s degree in Public Health, with a minimum of 10 years of experience in sexual and reproductive health service delivery, management, or public health project management. Previous consultancy experience with WHO, UNFPA, or other major international organizations in the field of SRHR is essential. In-depth knowledge of the Ukrainian healthcare system, SRHR regulations, and international standards is required, along with proven experience in leading and conducting reproductive health assessments. Strong skills in data analysis and reporting are necessary, and international experience in SRHR is considered an asset.

Educational Background:
The educational background required for this position includes an MD or a Master’s degree in Public Health. This advanced education is crucial for understanding the complexities of sexual and reproductive health and the ability to analyze and interpret health data effectively.

Experience:
The position requires a minimum of 10 years of relevant experience in sexual and reproductive health service delivery, management, or public health project management. Candidates should have a proven track record of consultancy work with reputable organizations such as WHO or UNFPA, demonstrating their ability to navigate the complexities of SRHR in various contexts.

Languages:
Fluency in both Ukrainian and English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.

Additional Notes:
The consultancy is expected to last no longer than 50 working days, with the work being conducted remotely. There is no expected travel associated with this position. The consultancy fee will be paid upon acceptance of deliverables by UNFPA, and any feedback or claims regarding deliverables must be submitted within 10 days of receipt. The consultant is required to adhere to UNFPA's standards regarding intellectual property, ensuring that all information related to the project remains confidential and is not disclosed without authorization.
