The organization's mission is to save lives by eliminating hunger through the prevention, detection, and treatment of undernutrition, particularly during and after emergencies related to conflicts and natural disasters. Job Overview:
Under the supervision of the Regional Operations Director for the Central Africa Pool, the mission of the Director·rice Pays will be to define the country office strategy with the team. The role involves establishing a reliable and relevant delegation system with appropriate control mechanisms, enabling the implementation of the programmatic strategy in accordance with Action contre la Faim's technical and cross-cutting policies. The Director·rice will manage the preparation, updating, and implementation of a country strategy tailored to the national context and regional circumstances, while respecting ACF's vision and mission. This position also includes overseeing the definition of ACF programs and projects within the mission to ensure effective and efficient design, implementation, and evaluation. Additionally, the Director·rice will develop and enhance relationships between the mission and representatives of donors, civil society, the private sector, government agencies, and other organizations to maximize ACF's impact on malnutrition and its prevention. The role requires supervising human resource management and development within the mission, creating a shared vision among all staff regarding ACF's values and program objectives, and defining each individual's role in achieving these goals. The Director·rice will manage a team of 10 to 12 collaborators and oversee the appropriate mobilization, utilization, and management of financial and logistical resources in accordance with ACF policies and donor requirements. Ensuring the safety and well-being of the teams at work is also a critical responsibility, which includes preparing and regularly updating the security plan in line with ACF standards and procedures, and ensuring a staff care system is in place to support teams working in often challenging conditions. Risk management will be a key focus, requiring the identification of risks and mitigation measures, as well as representing Action contre la Faim to authorities, donors, and partners, ensuring good collaboration with various stakeholders and maintaining effective communication with headquarters to optimize the implementation of the country strategy.

Duties and Responsibilities:

Required Qualifications:
Candidates must hold a Master's degree (Bac+5) and have at least 6 years of experience in roles such as Field Coordinator, Deputy Country Director, or Country Director within international NGOs. Previous experience in the Democratic Republic of the Congo is essential. Candidates should have experience in representation and negotiations with authorities, donors, and partners, as well as in strategic planning and security management. A strong understanding of project definition and management is required. Fluency in English, both spoken and written, is mandatory.

Educational Background:
A Master's degree (Bac+5) is required for this position, indicating a high level of education and expertise in relevant fields such as international development, humanitarian assistance, or related disciplines.

Experience:
The position requires a minimum of 6 years of relevant experience in international NGOs, specifically in roles that involve coordination, management, and strategic planning. Experience in the Democratic Republic of the Congo is a critical requirement, along with a proven track record in representation and negotiation with various stakeholders.

Languages:
Fluency in English is mandatory for this position, both in oral and written communication. Knowledge of French or other languages may be considered an asset but is not explicitly required.

The position is a fixed-term contract under French law for 24 months, starting on January 5, 202
  • The gross monthly salary ranges from €3572 to €4128, depending on experience, including a 13th month. Non-French citizens will receive a retirement insurance reimbursement of 16% of the gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to $1032 net, and a monthly context allowance of €150 is provided. An annual child allowance of €1500 per child is available, with a maximum of €6000 per year. Transportation and accommodation costs are covered, and medical coverage includes 100% reimbursement of health insurance contributions and medical expenses, including for dependents if the position is family-based. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel costs covered for breaks. Professional development support and unlimited access to the Talentsoft e-learning platform are provided. The position is eligible for couple status, and field travel may include regions such as North Kivu, Ituri, Mai Ndombe, Kasai Oriental, and other provinces as needed.
