ACAPS is dedicated to helping humanitarians make better decisions by putting evidence at the heart of decision-making. Established to support humanitarian operations, ACAPS collaborates with various partners across the humanitarian sector and beyond. The organization aims to provide independent analysis, deploy experts for assessments in crisis settings, innovate data collection methods, and develop the capacity of humanitarian actors for better needs assessments and analysis. ACAPS has been operational since its inception, focusing on delivering timely and high-quality analytical products to support humanitarian efforts.

Job Overview:
The Senior Analyst at the Ukraine Analysis Hub plays a pivotal role in shaping the analytical work of the hub. This position is responsible for overseeing the planning, production, and methodological rigor of analytical products, ensuring they meet high standards of quality and relevance. The Senior Analyst will directly contribute to drafting and managing analysis, support the development of ACAPS methodologies, and lead external capacity-building initiatives. This role also involves representing the hub through presentations and training sessions for Ukrainian humanitarian actors. The Senior Analyst is expected to be a leading contextual expert on Ukraine and will be part of the management team, collaborating closely with other senior analysts and project managers to enhance the hub's impact in the humanitarian sector.

Duties and Responsibilities:
The Senior Analyst will lead the production of analytical products, managing the design, production, and dissemination of analysis in line with the hub's strategic objectives. Responsibilities include ensuring timely delivery and methodological accuracy of all products, coordinating production processes, and acting as Product Lead for drafting analytical reports. The role also involves monitoring and reviewing assessments and reports on Ukraine, contributing to internal information management systems, and supporting evidence-based decision-making through qualitative and quantitative analysis. The Senior Analyst will build and maintain relationships with key humanitarian stakeholders, represent ACAPS in coordination forums, and provide technical support and training to humanitarian actors. Additionally, the Senior Analyst will manage a team of analysts and data collectors, facilitating their professional development and contributing to strategic planning within the Ukraine humanitarian response.

Required Qualifications:
Candidates must possess a Master’s degree in international relations, political science, conflict studies, humanitarian action, development studies, or other relevant social sciences. A minimum of 5 years’ experience in the humanitarian sector is required, with at least 2 years focused on research, analysis, advocacy, access, or risk management. Candidates should have excellent knowledge of the Russia-Ukraine conflict and its humanitarian implications, proven ability to conduct both quantitative and qualitative humanitarian analysis, and strong methodological expertise. Additionally, candidates must demonstrate the ability to critically assess data quality and interpret ambiguous data, along with experience working with a diverse range of humanitarian stakeholders. Outstanding analytical writing skills in English and the ability to communicate complex issues clearly in both English and Ukrainian are essential.

Educational Background:
The position requires a Master’s degree in relevant fields such as international relations, political science, conflict studies, humanitarian action, or development studies. This educational background is crucial for understanding the complexities of humanitarian analysis and the socio-political context of the Ukraine conflict.

Experience:
The ideal candidate should have a minimum of 5 years of experience in the humanitarian sector, with at least 2 years dedicated to research, analysis, advocacy, access, or risk management. This level of experience is necessary to ensure the candidate can effectively lead analytical work and contribute to the strategic objectives of the Ukraine Analysis Hub.

Languages:
Fluency in English and Ukrainian is mandatory, with outstanding analytical writing skills and the ability to communicate complex issues clearly. Knowledge of Russian is highly desired, as it can enhance communication and collaboration within the humanitarian community in Ukraine.

Additional Notes:
This position is a national contract at 100% capacity, with a duration until 31 March 2026, subject to extension based on funding availability. The role involves occasional travel and is based in Ukraine, specifically in cities such as Kyiv, Dnipro, Kharkiv, or Mykolaiv. The Senior Analyst will supervise one Analyst or Data Collector and will be part of a dynamic and independent organization that values evidence-based decision-making.
