Job Description
Job Posting Organization:
The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The UN RCO in Yemen supports the country in achieving its development priorities and the SDGs.

Job Overview:
The Development Coordination Officer / Economist position is integral to the UN Resident Coordination Office in Yemen. The role involves planning, facilitating, and consolidating evidence-based analyses of the Sustainable Development Goals (SDGs) status, particularly focusing on economic transformation, green transitions, digital transformation, and SDG financing. The officer will provide substantive advice to the Resident Coordinator and the UN Country Team, advocate for partnerships within the UN System and with national counterparts, and coordinate the development of integrated SDG programming cycles. The position requires a strong understanding of sustainable development trends and the ability to analyze economic policies and practices to support the SDGs.

Duties and Responsibilities:
  • Conduct evidence-based analysis of SDGs, providing advice on economic transformation and financing.
  • Advocate for partnerships within the UN and with national counterparts to support economic policy reframing.
  • Coordinate the development of integrated SDG programming cycles, including roadmaps and annual reports.
  • Manage knowledge generation around economic transformation and SDG financing.
  • Analyze market trends and provide insights on the Yemen economy.
  • Develop policy papers and guidance notes to influence policy dialogue.
  • Monitor regional and global economic trends and their implications for SDGs.
  • Engage with the private sector to identify financing opportunities for SDGs.
  • Support UNCT initiatives to advance SDG financing and provide economic analysis for cross-pillar approaches.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in economics. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should demonstrate a strong understanding of sustainable development theories and the ability to conduct independent research and analysis. Professionalism, planning and organizing skills, effective communication, and teamwork are essential competencies for this role.

Educational Background:
An advanced university degree in economics is required. A first-level university degree may be accepted with additional qualifying experience. The educational background should reflect a strong foundation in economic theories and sustainable development principles.

Experience:
A minimum of seven years of progressively responsible experience in macroeconomic policy, economic research, and analysis in the context of development cooperation is required. Experience in the Middle East and knowledge of the current regional situation in Yemen are essential. Familiarity with economies in conflict and the ability to apply development economics theory to specific country contexts are desirable. Experience in developing programs to achieve SDGs is also preferred.

Languages:
English and Arabic are required for this position, with proficiency at UN Level II in reading, writing, listening, and speaking. French is also a working language of the UN, but not mandatory for this position.
