Job Overview: The Monitoring and Evaluation (M&E) Officer will play a crucial role in the Trade for Jobs Uganda initiative, a collaborative project between the ILO and the International Trade Centre (ITC). This five-year initiative aims to leverage trade as a means to create decent job opportunities and generate income for individuals living in poverty in Uganda, specifically focusing on the dairy and tourism sectors. The M&E Officer will be responsible for designing and implementing a robust results measurement system that aligns with the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement. This role requires close collaboration with project teams to ensure effective monitoring and evaluation of project activities, enabling data-driven decision-making and strategic planning. The M&E Officer will also be involved in training project staff and stakeholders on the MRM system, ensuring its integration into project management and learning processes.
Duties and Responsibilities: The M&E Officer will have a comprehensive set of responsibilities, including: conducting a thorough review of the DCED Standard for Results Measurement to identify relevant principles for the project; collaborating with the project team to design Intervention Guides for each project intervention; developing results chains and identifying appropriate indicators to measure progress and impact; integrating monitoring and evaluation activities into project planning and reporting; leading the development of a monitoring plan to track project objectives; coordinating data collection efforts and managing relationships with project partners; preparing reports and presentations to communicate project progress to stakeholders; and providing training on the MRM system to project staff and partners. The role also involves supporting the Project Manager in ensuring the MRM system is effectively utilized within the project framework.
Required Qualifications: Candidates must possess a first-level university degree in socio-economic research, business, economics, international development, or a related field. Professional training in monitoring and evaluation and market systems development is highly desirable. The ideal candidate will demonstrate strong analytical skills, the ability to conduct performance measurement, and experience in developing and managing MRM systems. Familiarity with the DCED Standard and experience in private sector or market systems development programs will be advantageous. Additionally, candidates should have excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse stakeholders.
Educational Background: A first-level university degree in a relevant field such as socio-economic research, business, economics, or international development is required. Professional training in monitoring and evaluation and market systems development is considered a plus, enhancing the candidate's qualifications for the role.
Experience: The position requires at least three years of relevant professional experience in monitoring and evaluation, particularly in developing and managing MRM systems. Experience in private sector or market systems development programs, as well as familiarity with the DCED Standard, will be viewed favorably. Candidates with experience in market systems or value chain development will have an added advantage, as this aligns closely with the project's objectives.
Languages: A strong command of English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered beneficial, particularly if they relate to the project's operational context or stakeholder engagement.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension based on funding availability and project needs. The role is contingent upon the award of funding, and the ILO emphasizes that technical cooperation appointments do not typically lead to permanent positions within the organization. The entry-level salary for this position is 194,017,000 Uganda Shillings annually.
