Job Overview: The Dairy Sector Portfolio Manager will play a crucial role in the Trade for Jobs Uganda initiative, a collaborative project between the ILO and the International Trade Centre (ITC) aimed at leveraging trade to create decent job opportunities in Uganda. This position involves designing and implementing technical interventions in the dairy sector, focusing on enhancing productivity and value addition. The manager will work closely with various stakeholders, including public and private sector actors, to develop market systems that facilitate trade and improve the livelihoods of individuals living in poverty. The role requires a strategic approach to project management, ensuring that interventions are aligned with national development objectives and effectively address systemic constraints in the dairy sector. The Dairy Sector Portfolio Manager will also be responsible for monitoring and evaluating the impact of these interventions, ensuring that gender perspectives are integrated into all activities, and contributing to the overall success of the project.
Duties and Responsibilities: The Dairy Sector Portfolio Manager will have a comprehensive set of responsibilities, including:
Supporting the design of market systems development interventions based on assessments in the dairy sector, consulting with various stakeholders.
Coordinating the planning, implementation, and monitoring of interventions in collaboration with private and public sector partners.
Engaging with national and local stakeholders, maintaining regular communication and site visits to project partners.
Developing intervention business models and strategies for scaling up successful initiatives.
Assisting in the development and operationalization of monitoring and results measurement systems, focusing on business models and data collection tools.
Collaborating with the knowledge and communications officer to create communication products and facilitate learning opportunities.
Preparing reports and presentations to inform stakeholders about project progress and results.
Serving as a technical resource on dairy sector issues, organizing workshops and training sessions, and adapting training materials to local contexts.
Ensuring that gender equality and women's empowerment are central to all project activities. 1
Engaging in personal professional development related to market systems development and trade.
Required Qualifications: Candidates must possess a First Level University degree (bachelor’s or equivalent) in agriculture, business, economics, international development, or a relevant technical field. Additionally, candidates should demonstrate a strong understanding of the dairy sector in Uganda, including governance, regulation, and trade promotion. Knowledge of the market systems development approach and experience in multi-stakeholder activities with both public and private sectors are highly desirable. Candidates should also exhibit strong research and analytical skills, political awareness, and the ability to adapt to changing project needs.
Educational Background: The educational background required for this position includes a First Level University degree (bachelor’s or equivalent) in fields such as agriculture, business, economics, international development, or other relevant technical areas. This foundational education is essential for understanding the complexities of the dairy sector and the broader economic context in which the project operates.
Experience: The position requires a minimum of three years of relevant experience in the dairy sector or related fields within the private, public, or development sectors. Experience in market systems development, private sector development programs, or trade-related initiatives, particularly in export promotion, will be considered advantageous. Candidates should also have a proven track record of engaging in multi-stakeholder activities and managing complex projects.
Languages: A strong command of English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it facilitates communication with local stakeholders and partners.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension based on funding availability and project needs. The role is contingent upon the award of funding and is subject to specific local recruitment and eligibility criteria. The entry-level salary for this position is 194,017,000 Ugandan Shillings per year.
