Job Overview: The Water, Sanitation and Hygiene (WASH) and Shelter Coordinator will play a crucial role in supporting and supervising IOM’s interventions in WASH and Shelter programs in Northern Brazil. This position requires the incumbent to work under the overall supervision of the Chief of Mission and the direct supervision of the Senior Emergency Coordinator and CCCM Coordinator. The primary functions include implementing, monitoring, and evaluating WASH and Shelter program activities in accordance with project objectives and quality standards. The coordinator will engage with refugee and migrant populations, host communities, and local authorities to assess needs and ensure that interventions are aligned with IOM’s policies and donor requirements. The role also involves providing technical inputs to enhance IOM’s regional strategy for Shelter and WASH programming, preparing technical construction drawings, and ensuring the delivery of necessary kits to targeted communities. The coordinator will also be responsible for training IOM staff and local partners, maintaining communication with stakeholders, and supporting data collection and reporting processes.
Duties and Responsibilities: The incumbent will have a comprehensive set of responsibilities, including:
Supporting the implementation, monitoring, and evaluation of Shelter and WASH program activities in line with project objectives and quality standards.
Participating in needs assessments and community engagement activities with various stakeholders, including refugee and migrant populations and local communities.
Providing technical inputs for the development of IOM’s regional strategy for Shelter and WASH programming.
Preparing technical construction drawings, bills of quantities (BoQs), and specifications for Shelter and WASH interventions.
Coordinating the delivery of WASH and Shelter kits to communities and monitoring beneficiary satisfaction.
Implementing community communication and awareness-raising campaigns related to WASH and Shelter.
Training IOM staff and local partners involved in WASH and Shelter activities.
Consolidating information and preparing workplans and progress updates. 1
Supporting data collection and maintaining records related to beneficiaries and project activities. 1
Conducting verification and monitoring site visits as required. 1
Performing any other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Civil Engineering, Environmental Engineering, Architecture, or a related field from an accredited institution, along with at least one year of relevant professional experience. Alternatively, a Bachelor’s degree in one of the aforementioned fields with a minimum of five years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in liaising with government agencies, international institutions, and NGOs, particularly in the fields of construction, engineering, water and sanitation, and contract management. Experience working with vulnerable groups, including migrants and refugees, is essential. A solid understanding of project monitoring and evaluation methodologies is also required.
Educational Background: The educational background required for this position includes a Master’s degree in Civil Engineering, Environmental Engineering, Architecture, or a related field from an accredited academic institution. Alternatively, a Bachelor’s degree in one of these fields is acceptable, provided the candidate has at least five years of relevant professional experience. It is important that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: The position requires candidates to have substantial experience in relevant fields. Specifically, candidates should have experience in liaising with Brazilian government agencies, national and international institutions, and UN agencies. Experience in construction, engineering, water and sanitation, and contract management is crucial. Additionally, candidates should have experience working with migrants, refugees, and other vulnerable populations. Familiarity with project monitoring and evaluation methodologies is also necessary, and previous experience with NGOs or international organizations is considered an asset. The ability to work independently while adhering to established guidelines and requirements is essential.
Languages: Fluency in Portuguese and Spanish, both oral and written, is mandatory for this position. Knowledge of English is considered an advantage, as IOM’s official languages include English, French, and Spanish. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
