Job Overview: The Chief Technical Adviser (CTA) will lead the Trade for Jobs Uganda initiative, a five-year project co-led by the ILO and the International Trade Centre (ITC), aimed at leveraging trade to create decent job opportunities for individuals living in poverty in Uganda. The project focuses on enhancing the dairy and tourism sectors through a market systems approach, which emphasizes sustainable impact and evidence-based adaptation. The CTA will be responsible for the overall management of the project, ensuring alignment with ILO and ITC policies, and will oversee the operational, financial, and administrative aspects of the initiative. The role requires collaboration with various stakeholders, including government bodies, private sector partners, and donor organizations, to achieve the project's objectives and promote decent work principles.
Duties and Responsibilities: The CTA will be tasked with ensuring effective coordination and planning of the project, including monitoring and evaluation of activities in the dairy and tourism sectors. Responsibilities include developing the project logical framework, managing the project budget, and leading internal project reviews. The CTA will provide technical leadership and advice, mobilizing expertise as needed, and supporting the capacity development of project staff. Additionally, the CTA will establish governance structures, maintain relationships with stakeholders, and represent the ILO at project meetings and seminars. The role also involves promoting gender equality and ensuring that gender perspectives are integrated into all project activities. The CTA will guide the development and implementation of pilot interventions and oversee the scaling up of successful initiatives.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in economics, management, international development, social science, or a related field, with demonstrated knowledge in market systems development. Alternatively, a first-level university degree (Bachelor’s or equivalent) with an additional two years of relevant experience will be accepted. The position requires at least ten years of experience in managing technical cooperation activities, including field experience in leadership roles related to market systems development or private sector development. Proven management experience, partnership building, and effective fundraising skills are essential, along with familiarity with ILO policies and procedures.
Educational Background: An advanced university degree (Master’s or equivalent) in relevant fields such as economics, management, international development, or social science is required. A first-level university degree (Bachelor’s or equivalent) may be accepted if accompanied by additional relevant experience. Candidates should have a strong understanding of market systems development and approaches to enhance decent work.
Experience: The position requires a minimum of ten years of experience, including international-level management of technical cooperation activities. Candidates should have a proven track record in project cycle management, including design, implementation, monitoring, and evaluation. Experience in partnership building, resource mobilization, and managing multi-stakeholder activities is crucial. Familiarity with the dairy and tourism sectors, particularly in Uganda, is advantageous.
Languages: Excellent command of English, both written and spoken, is mandatory. Proficiency in additional languages may be considered an asset, although English is the primary language of communication for this position.
Additional Notes: The contract type is fixed-term for one year, with the possibility of extension based on funding availability and performance. The position is contingent upon the award of funding and does not guarantee a career path within the ILO.
