Job Overview:
The Finance and Administrative Assistant position is integral to the successful implementation of a project aimed at promoting social protection coverage and decent work in Uganda's Albertine and Rwenzori regions. This role involves providing specialized finance and administrative support to ensure the project operates efficiently and effectively. The assistant will be responsible for maintaining financial records, processing transactions, and ensuring compliance with ILO financial rules and regulations. The position requires a proactive approach to problem-solving and the ability to work collaboratively with project staff, consultants, and partners. The assistant will report directly to the National Project Coordinator and will play a key role in facilitating communication and coordination among various stakeholders involved in the project.

Duties and Responsibilities:
The Finance and Administrative Assistant will have a comprehensive set of responsibilities, including but not limited to: maintaining accurate financial records and monitoring systems for project expenditures; preparing and reviewing documentation for financial clearances and payments; ensuring compliance with ILO rules and regulations; providing administrative support to project staff and consultants; preparing recurring and special reports for donor reporting and audits; assisting in budget preparation and analysis; and supporting the organization of project workshops and meetings. The assistant will also be responsible for classifying budget codes, processing claims for payment, and addressing inquiries from project staff and partners regarding financial matters. This role requires a high level of discretion and integrity, as well as the ability to handle confidential information appropriately.

Required Qualifications:
Candidates must possess a completion of secondary school education, with formal training in accounting and/or finance being an asset. The role requires a strong understanding of financial and administrative rules, guidelines, and procedures, as well as excellent analytical skills. The ability to maintain financial records, prepare accounting reports, and demonstrate responsible behavior with attention to detail is essential. Candidates should also exhibit high ethical standards and proficiency in computer software, including Microsoft Office applications and other relevant software used by the ILO.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education. Additional formal training in accounting and finance is highly desirable and will enhance a candidate's suitability for the role.

Experience:
A minimum of five years of progressively responsible experience in financial and administrative work is required for this position. Candidates should have a proven track record of managing financial records and providing administrative support in a professional setting. Experience working in an international organization or a similar environment will be advantageous.

Languages:
Excellent command of English is mandatory, along with a good working knowledge of another language relevant to the duty station. Proficiency in multiple languages will be considered an asset and may enhance communication with diverse stakeholders.

Additional Notes:
This position is a short-term contract with a duration of six months, and it is not expected to lead to a permanent position within the ILO. The entry-level salary for this role is 66,861,000 Uganda Shillings per year.
