Job Overview: The Expert Maritime Law Enforcement Mentor will play a crucial role in supporting the UNODC GMCP in the Pacific Ocean region. This position involves overseeing the implementation of maritime law enforcement programs across affected countries, ensuring that activities align with project timelines and objectives. The expert will be responsible for facilitating capacity-building initiatives, such as Maritime Domain Awareness trainings and community workshops, aimed at enhancing the operational capabilities of Maritime Law Enforcement Units. The role requires strategic planning, coordination, and effective management of resources to ensure the successful execution of projects that combat maritime crimes. The expert will also be tasked with developing monitoring and evaluation frameworks to track project performance and provide insights for adaptive management.
Duties and Responsibilities: The duties and responsibilities of the Expert Maritime Law Enforcement Mentor include:
Serving as a strategic advisor to the Pacific Ocean Team, integrating new or modified projects into the 2026 implementation matrix and ensuring alignment with program objectives.
Providing expert guidance on maritime equipment procurement and supply chain operations, including preparing procurement dossiers.
Designing and recommending robust monitoring and evaluation frameworks, developing comprehensive reporting dashboards, and utilizing data analytics tools for project tracking.
Developing a strategic stakeholder engagement plan, facilitating multi-stakeholder consultations, and ensuring inclusive participation in program planning and implementation.
Conducting regular progress updates, highlighting achievements, challenges, and corrective actions related to project integration and stakeholder engagement.
Collaborating with program staff and partners to maintain smooth delivery and enhance program efficiency and impact in the region.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as Business Administration, International Relations, Public Policy, or Global Affairs. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of two years of relevant international experience in program planning, coordination, and implementation is required. Practical experience in managing complex international projects in the Pacific region, as well as high-value procurement processes and logistics management, is essential. Familiarity with maritime counterparts and stakeholders in the Pacific region is desirable.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Business Administration, International Relations, Public Policy, or Global Affairs. A first-level university degree in similar fields may be accepted if accompanied by two additional years of qualifying experience.
