Job Overview: The Technical Officer position at UNDP Syria is pivotal in supporting the organization's immediate interventions related to Basic Services Delivery and Infrastructure Rehabilitation. The role involves leading, managing, and coordinating project activities aimed at rehabilitating essential infrastructure such as schools, health facilities, and water networks. The Technical Officer will be responsible for collecting and analyzing data to identify service priorities, developing project documents, and ensuring compliance with UNDP standards. This position requires a proactive approach to engage with local authorities and stakeholders, ensuring that project implementation aligns with the needs of the community and the overarching goals of sustainable development. The officer will also play a crucial role in monitoring project progress, managing risks, and facilitating knowledge sharing among partners and stakeholders.
Duties and Responsibilities: The Technical Officer will lead and coordinate the planning, implementation, and monitoring of Basic Services & Infrastructure Rehabilitation projects. Key responsibilities include:
Acting as the technical lead for project activities, including the rehabilitation of schools, health facilities, and infrastructure networks.
Collecting and analyzing technical data to inform project priorities and outcomes.
Developing project documents and technical specifications in accordance with UNDP standards.
Monitoring project progress and reporting challenges to the Area Manager.
Overseeing project finance and administrative tasks related to infrastructure activities.
Ensuring compliance with procurement regulations and managing relationships with local authorities and NGOs.
Facilitating capacity-building activities for partners and promoting knowledge sharing within UNDP teams.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Civil Engineering, Architectural Engineering, or a related field. Alternatively, a first-level university degree (Bachelor’s) with two additional years of relevant experience will be considered. The role requires experience in project design, supervision, and implementation, as well as proficiency in office software and web-based management systems. Desired skills include community engagement, report preparation, and familiarity with monitoring and evaluation tools. Experience with the UN system or NGOs is advantageous.
Educational Background: An advanced university degree (Master’s) in Civil Engineering, Architectural Engineering, or a related field is required. Candidates with a Bachelor’s degree in these fields must have at least two years of relevant professional experience to be considered. This educational background ensures that the candidate has the necessary technical knowledge and skills to effectively manage infrastructure projects in a complex environment.
Experience: The position requires a minimum of two years of relevant professional experience for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior work experience. Experience in project management, particularly in civil or architectural engineering, is essential. Familiarity with community engagement and stakeholder management is also beneficial, as is experience in monitoring and evaluation processes.
Languages: Fluency in both written and spoken English and Arabic is mandatory for this position. This bilingual requirement is crucial for effective communication with local stakeholders and for the successful implementation of projects in Syria.
