Job Overview:
The consultant will play a crucial role in the successful development of a National ODS Banks Data Report, which is essential for the preparation of the National Inventory of Banks and National Plan in Guyana. This position requires a comprehensive understanding of the environmental policies and practices related to ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs). The consultant will be responsible for collecting and analyzing data on controlled substances, developing databases, and identifying gaps in existing data. The role also involves engaging with various stakeholders, conducting surveys, and ensuring that the data collected is comprehensive and accurate. The consultant will work closely with the National Ozone Unit (NOU) of Guyana and will be supervised by the OzonAction Montreal Protocol Programme Management Officers for the Caribbean. The ultimate goal is to support the Government of Guyana in managing ODS and HFCs effectively, thereby contributing to global environmental efforts.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including: conducting a desk study on available data regarding banks of used and unwanted controlled substances; developing a comprehensive database that records details about each substance, including its name, quantity, location, and historical data trends; collecting data on controlled substances in installed equipment; creating a stakeholder database that outlines roles, responsibilities, and gender aspects; identifying data gaps and opportunities for improvement; locating laboratories capable of analyzing used or unwanted ODS and HFCs; preparing a draft and final National ODS Banks Data Report that includes results from the desk study, a database of ODS banks, data gap analysis, and stakeholder information; and supporting the NOU through national consultations and public outreach efforts. The consultant will ensure that all findings and recommendations are well-documented and communicated effectively to relevant stakeholders.

Required Qualifications:
Candidates must possess a recognized first-level degree (Bachelor’s) in a relevant field. Alternatively, a relevant diploma or certificate combined with two years of qualifying work experience may be accepted in lieu of a recognized degree. Strong communication skills in English are essential for effectively sharing knowledge and information with diverse audiences. Experience in writing and reviewing technical project documents is required, along with a background in national data collection in the Refrigeration Servicing Sector (RSS). Candidates should demonstrate an understanding of policy and technical issues related to ODSs and HFCs, as well as experience with the Montreal Protocol and the RSS. A minimum of two years of experience in conducting national surveys, developing reports, and organizing stakeholder consultations at the national level is necessary. Additionally, candidates should have progressive experience in the fields of environment, engineering, or related areas, with a strong understanding of relevant subject matter.

Educational Background:
A recognized first-level degree (Bachelor’s) is required for this position. In cases where candidates possess a relevant diploma or certificate, they may be considered if they also have two years of qualifying work experience in a related field. This educational background is crucial for ensuring that the consultant has the necessary knowledge and skills to effectively carry out the responsibilities associated with the role.

Experience:
Candidates must have a minimum of two years of previous experience in activities that support national surveys, report development, and stakeholder consultations at the national level. This experience should include a strong understanding of the Refrigeration Servicing Sector (RSS) in Guyana and the specific challenges associated with the management of ODSs and HFCs. Additionally, candidates should demonstrate progressive experience in the field of environment, engineering, or a related discipline, showcasing their expertise in relevant areas and subject matter.

Languages:
Fluency in both oral and written English is mandatory for this position. This proficiency is essential for effective communication with stakeholders and for the preparation of technical documents and reports. While English is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory.
