Job Overview:
The consultant will be responsible for developing and implementing a country engagement strategy for the Global Cooling Pledge, focusing on the MENA region. This role involves supporting countries in developing National Cooling Action Plans (NCAPs) and integrating cooling targets into Nationally Determined Contributions (NDCs). The consultant will work closely with various stakeholders to ensure effective implementation of cooling strategies and provide technical support and guidance. The position requires a strong understanding of energy policy, climate change mitigation, and the ability to engage with multiple partners to mobilize resources and support for cooling initiatives. The consultant will also be expected to produce knowledge products and facilitate training sessions to enhance the capacity of stakeholders in the region.

Duties and Responsibilities:
  • Develop and implement a country engagement strategy for the Global Cooling Pledge, including conducting needs assessments and engaging with partners to identify regional priorities.
  • Provide technical inputs and develop knowledge products in collaboration with partners, including the adaptation of methodologies for the MENA region.
  • Support countries in integrating cooling targets into their NDCs and prepare investment plans for implementation.
  • Facilitate the development of National Cooling Plans in the MENA region, ensuring stakeholder engagement and capacity building.
  • Support partner engagement and advocacy efforts, including organizing high-level events and preparing background documents for mobilizing commitments.

Required Qualifications:
An advanced university degree (Masters or equivalent) in environmental science or engineering is required. The candidate must have at least 5 years of professional experience in energy policy and management, climate change mitigation, and environmental issues, particularly in energy efficiency and cooling. Practical experience in multi-stakeholder project development and partnership building is essential, preferably within the context of sustainable energy and low carbon technologies. Familiarity with international relations and climate negotiations is also important.

Educational Background:
Candidates must possess an advanced university degree (Masters or equivalent) in a relevant field such as environmental science or engineering. This educational background is crucial for understanding the complexities of climate change and energy policies, as well as for developing effective strategies for cooling initiatives.

Experience:
The position requires a minimum of 5 years of professional experience in energy policy and management, climate change mitigation, and environmental issues. Candidates should have practical experience in managing multi-stakeholder projects, building partnerships, and working with governments and international organizations, particularly in the MENA region. Experience in developing and implementing strategies related to energy efficiency and cooling is highly desirable.

Languages:
Fluency in spoken and written English and Arabic is mandatory for this position. Knowledge of another UN language, particularly French, would be considered an advantage. The ability to communicate effectively in these languages is essential for engaging with diverse stakeholders and producing high-quality reports and documentation.

The position is home-based and expected to last for 6 months. The consultant will not be charged any fees during the recruitment process, as the United Nations does not charge applicants at any stage.
