Job Overview: The Community Officer position is crucial for implementing essential HIV services targeting at-risk adults, children, and people living with HIV (PLHIV) in rural health zones of Haut-Katanga and Lualaba provinces. This role is part of the EpiC DRC initiative, which aims to fill critical gaps in access to HIV services and ensure continuity of care in high-risk areas. The Community Officer will be responsible for rapid implementation of priority interventions, including community-based HIV testing, distribution of antiretroviral treatments, and capacity building for laboratory monitoring of viral loads. The position requires a proactive approach to meet urgent needs of PLHIV and to promote health equity and resilience in affected communities.
Duties and Responsibilities: The Community Officer will participate in developing strategies for the OEV platform to achieve the 95-95-95 targets. Responsibilities include establishing a formative supervision system for community workers involved in community testing activities, ensuring coordination between community-based OEV service providers and clinical pediatric HIV providers to improve HIV outcomes. The officer will organize training for case managers, closely coordinate all case management activities on the ground, provide technical support to case managers regarding care and support services for OEV, collaborate with various stakeholders and project partners at the health zone level, and participate in forums on care and support for OEV and their families. Additionally, the officer will organize weekly and monthly planning meetings and data review sessions with case managers.
Required Qualifications: Candidates must hold at least a university degree in community health, social sciences, or a related field. A minimum of four years of proven experience in care and support for OEV and their families, particularly in case management processes within a PEPFAR project, is required. Candidates should have substantial experience working with the Ministry of Social Affairs and health zone central offices, as well as a comprehensive understanding of the national policy on HIV/AIDS and care for OEV.
Educational Background: The position requires a minimum of a bachelor's degree in community health, social sciences, or a related field. Candidates should have a solid academic background that supports their understanding of health and social issues relevant to the role.
Experience: Candidates should possess at least four years of relevant experience in the care and support of OEV and their families, with a focus on case management processes in a PEPFAR context. Experience working with governmental health agencies and knowledge of national HIV/AIDS policies are essential.
Languages: Fluency in French is mandatory, and proficiency in English is considered an asset. Knowledge of local languages spoken in the Lualaba region would be advantageous.
