Job Overview: The consultant will play a crucial role in the Vanuatu Community-based Climate Resilience Project (VCCRP), which is the largest initiative of its kind in the country. This project aims to enhance the resilience of communities to climate change through locally led approaches. The consultant will be responsible for conducting mid-line data collection and analysis, which is essential for assessing the project's impact and making necessary adjustments. This role requires a deep understanding of community engagement, particularly with vulnerable groups, and the ability to design effective data collection tools that are culturally sensitive and contextually relevant. The consultant will also be expected to lead a team of enumerators, ensuring that data is collected accurately and ethically, and to provide comprehensive reports that summarize findings and recommendations for future project management.
Duties and Responsibilities: The consultant's primary duties will include designing and developing mid-line data collection tools, supporting the internal ethics approval process, translating and localizing tools for community understanding, recruiting and training local enumerators, leading data collection efforts, performing data quality checks, analyzing data, and preparing final reports. Specific tasks will involve creating a detailed data collection plan, ensuring that all tools are culturally appropriate, and providing technical supervision to enumerators throughout the data collection process. The consultant will also be responsible for identifying trends and insights from the data collected, which will inform project management and future evaluations.
Required Qualifications: Candidates must possess a minimum of a bachelor's degree in a relevant field such as social science, sociology, anthropology, geography, or public administration. Practical experience in community engagement, particularly with diverse and vulnerable populations, is essential. Proven experience in quantitative data collection, especially in Vanuatu, is required, along with familiarity with research methodologies and data analysis tools. The consultant should have strong analytical skills, the ability to interpret data effectively, and a commitment to ethical standards in data collection.
Educational Background: A bachelor's degree in a related field is mandatory, with a preference for candidates who have further qualifications or certifications in research methodologies, data analysis, or community engagement. Educational backgrounds that include social sciences, public administration, or environmental studies will be particularly relevant for this consultancy.
Experience: Candidates should have substantial experience in quantitative data collection, particularly in the context of community-based projects in Vanuatu. Experience working with local communities, especially in relation to climate change adaptation, is highly desirable. The consultant should also have a proven track record of managing data collection processes and ensuring data quality.
Languages: Fluency in Bislama and English is mandatory, as the consultant will need to communicate effectively with local communities and stakeholders. The ability to write clear and comprehensive reports in English is essential. Knowledge of additional local languages would be considered an asset.
