Job Overview:
The position of Strategic Information Officer is crucial for the implementation of essential HIV services targeting at-risk adults, children, and people living with HIV in the Haut-Katanga region of the Democratic Republic of the Congo. The role involves ensuring the effective execution of interventions aimed at bridging critical gaps in access to HIV services and maintaining essential activities in high-risk areas. The Strategic Information Officers will be responsible for developing and updating data collection tools, ensuring program quality according to FHI 360 standards, and actively participating in the development of business opportunities that contribute to the growth of FHI 360's portfolio. They will also assist implementing partners in developing Monitoring, Evaluation, and Learning plans for the EpiC project, contributing technical assistance to the national HIV data collection system, and conducting regular data quality assessments to ensure the integrity of the data collected.

Duties and Responsibilities:
The main responsibilities of the Strategic Information Officers include:
  • Contributing to the development and/or updating of data collection and management tools for the EpiC project.
  • Ensuring program quality according to FHI 360 standards, including quality assurance and quality improvement initiatives.
  • Actively participating in the development of business opportunities that contribute to FHI 360's portfolio growth.
  • Supporting implementing partners in developing Monitoring, Evaluation, and Learning plans for the EpiC project at their respective sites.
  • Providing technical assistance for the national HIV data collection system (DHIS2, SNIS, and TIER Net).
  • Conducting monthly and quarterly data quality assessments (DQA) following the EpiC project’s standard model with implementation partners.
  • Ensuring compliance with deadlines for various reports produced by local partners related to monitoring and evaluation activities.
  • Ensuring the correct use of monitoring and evaluation tools in both hard and electronic formats.
  • Analyzing data monthly and making recommendations to the coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator for project activity orientation and decision-making.

Required Qualifications:
Candidates must possess a degree in Medicine or a Bachelor's degree in Statistics, Computer Science, or Public Health. A Master's degree in Public Health is considered an asset. Additionally, candidates should have 3 to 5 years of experience in Monitoring and Evaluation activities within an international organization, preferably in a PEPFAR-supported HIV program. Proficiency in using DHIS2 for individual data management and result production is required, along with advanced knowledge of MS Excel for data analysis and graphical representation. Familiarity with SPSS for data analysis, file merging, and data import/export is also necessary. Excellent written and oral communication skills in French are mandatory, while proficiency in English is a desired asset. Candidates should also have good knowledge of other Microsoft software such as Word, Excel, PowerPoint, and email.

Educational Background:
The educational background required for this position includes a degree in Medicine or a Bachelor's degree in Statistics, Computer Science, or Public Health. A Master's degree in Public Health is an advantage and enhances the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 3 to 5 years of relevant experience in Monitoring and Evaluation activities, particularly within an international organization. Experience in a PEPFAR-supported HIV program is highly preferred, as it demonstrates familiarity with the specific challenges and requirements of such initiatives.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication. Proficiency in English is considered a valuable asset, enhancing the candidate's ability to engage in diverse environments and with international stakeholders. Additional language skills may also be beneficial but are not explicitly required.
