Job Overview: The position of International Research Expert involves conducting a comprehensive analysis of Algeria's national social protection system. The expert will work closely with a national research expert and various UN agencies, including ESCWA, UNICEF, ILO, and UNDP, to develop a National Social Protection Country Profile (CPR). This role requires a deep understanding of both contributory and non-contributory social protection systems, as well as qualitative and quantitative research methodologies. The expert will be responsible for reviewing and analyzing the existing social protection landscape in Algeria, identifying gaps and opportunities for improvement, and providing evidence-based policy recommendations. The CPR aims to serve as a standardized basis for cross-country comparison and learning, ultimately contributing to the strengthening of Algeria's social protection system. The expert will also participate in workshops, data collection missions, and launch events to present findings and engage with key stakeholders.
Duties and Responsibilities: The International Research Expert will have a range of responsibilities, including:
Participating in an inception workshop to discuss and confirm drafting requirements, processes, and timelines.
Undertaking at least one mission to Algeria to collect data and information directly from relevant instances.
Analyzing collected data and information in light of international standards and best practices.
Conducting benchmarking to identify areas for improvement and potential pathways for reinforcement.
Collaborating closely with the national research expert and maintaining regular communication with the Government of Algeria (GoA) and other stakeholders.
Drafting the CPR, ensuring adherence to the 20,000-word limit and the agreed timeline.
Participating in a launch event to present the CPR and discuss future pathways with government representatives.
Undertaking other necessary tasks to ensure a successful outcome of the project.
Required Qualifications: Candidates must possess a Master's degree or equivalent in political science, sociology, economics, or a related field. A minimum of ten years of experience in social protection is required, along with proven experience in conducting diagnostics or similar studies. Familiarity with the social protection context in the Arab region is desirable. Candidates must also demonstrate strong analytical and research skills, as well as the ability to work collaboratively with diverse stakeholders.
Educational Background: A Master's degree or equivalent in a relevant academic field such as political science, sociology, or economics is required for this position. Experience: The position requires a minimum of ten years of experience in the field of social protection.
