Job Overview: The Information Management Consultant (Next Gen) position is a critical role within the UNHCR, focusing on the Next Generation Data Sites Project. This project aims to revamp UNHCR's data and reporting websites to create a more cohesive, reliable, and user-centric online data service for key stakeholders. The consultant will be responsible for generating business analysis documentation as part of the IT Project Lifecycle, which involves replacing UNHCR's legacy data-driven websites with new ones that utilize the organization's enterprise data layer. The consultant will collaborate closely with various stakeholders, including Workstream leads, front-end designers, and developers, to ensure that the new websites meet the needs of users and stakeholders at all levels. The role requires institutionalizing consultations with stakeholders to gather feedback and validate business analysis documentation, ensuring that the proposed business processes leverage highly automated and scalable solutions to modernize UNHCR's data-driven websites.
Duties and Responsibilities: The consultant will have a range of duties and responsibilities, including:
Establishing a working group of UNHCR country and regional stakeholders to provide advice on the evolution of UNHCR’s data-driven websites.
Consulting with this group on project scoping, timelines, requirements, and the impact on legacy business processes and systems.
Examining the legacy Operational Data Portal functionality and content, categorizing it into three groups: functionality/content to be continued in the new Integrated Data Portal, functionality/content to be continued in the new Coordination Portal, and functionality/content that is no longer needed.
Delivering use case definitions and requirements for both the new Integrated Data Portal and the new Coordination Portal.
Developing a data migration and archiving plan for the Operational Data Portal.
Creating a roadmap for sunsetting UNHCR’s legacy Operational Data Portal.
Mapping the “to be” process flow for publishing operational data on the new websites.
Supporting and providing feedback on data entity specifications for new administrative consoles and integration of official statistics and operational data in the new data portal.
Developing a mechanism for AI-generated tagging for document uploads and an external clearance mechanism.
Required Qualifications: Candidates must possess the following qualifications:
A minimum of 6 years of relevant experience with an undergraduate degree; or 5 years of relevant experience with a graduate degree; or 4 years of relevant experience with a doctorate degree.
Prior experience using the Operational Data Portal as an administrative owner, content provider, and supporting end users is mandatory. Candidates must clearly indicate their experience with the Operational Data Portal in their application, including the country/region where this responsibility was held.
Strong business analysis skills and experience in writing and editing technical documentation for UNHCR data systems.
Coordination skills to convene diverse stakeholders and achieve consensus, prioritize business value, and articulate outcomes in data-driven projects.
Collaborative skills to work effectively on a software development team and strong oral presentation skills.
Educational Background: The educational background required for this position includes a bachelor's degree as a minimum requirement. Higher degrees such as a master's or doctorate are preferred and can substitute for years of experience. The educational qualifications should be relevant to the field of information management, data analysis, or a related discipline.
Experience: The level of experience required for this position is significant, with a minimum of 6 years of relevant experience for candidates with an undergraduate degree. Candidates with a graduate degree are expected to have at least 5 years of relevant experience, while those with a doctorate should have a minimum of 4 years. Importantly, all candidates must have prior experience using the Operational Data Portal in various capacities, which is crucial for the role.
Languages: The mandatory language for this position is English, which is required for effective communication and documentation. Additionally, knowledge of other languages such as Spanish, Arabic, or French is considered desirable and may enhance a candidate's application, especially in a diverse and international working environment.
